OMAHA PUBLIC POWER DISTRICT, FORT CALHOUN STATION, UNIT 1 AND INDEPENDENT SPENT FUEL STORAGE INSTALLATION - REVIEW OF PROPOSED REVISION TO THE DECOMMISSIONING QUALITY ASSURANCE PROGRAM (EPID# L-2024-LLN-0003)

Dear Scott Focht:

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the proposed revision 18 of the Fort Calhoun Station, Unit 1 (FCS), and Independent Spent Fuel Storage Installation (ISFSI), Decommissioning Quality Assurance Program (DQAP), in response to your letter dated May 16, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24137A278), as supplemented by letters dated October 7, 2024 (ML24281A166), and November 20, 2024 (ML24324A349), which requested approval of the proposed DQAP revision. The DQAP is associated with Facility Operating License DPR-40, Docket No. 50-285, and Docket Nos.72-054 for the ISFSI, and 71-0256 for radioactive material packages. The proposed changes to the FCS DQAP, which are considered reductions in commitments, were submitted for NRC review and approval in accordance with the provisions of Title 10 of the Code of Federal Regulations (10 CFR) paragraph 50.54(a) regarding changes to the quality assurance program.

The proposed DQAP revision reflects the change in facility conditions at FCS that followed completion of the transfer of all spent nuclear fuel and Greater than Class C waste to dry storage at the ISFSI and represents a reduction in commitments from the previously approved revision 17 of the FCS DQAP.

Specific changes include:

Transition of a permanent position of Manager - Nuclear Oversight to a position of Quality Assurance (QA) Representative that is not stationed permanently on site.

The utilization of supplemental Nuclear Oversight personnel that are temporary hired contractors.

The elimination of a separate manager solely responsible for decommissioning oversight.

Update guidance for electronic storage of records.

  • The elimination of the Independent Management Assessment and Independent Safety Review in Appendix D of the FCS DQAP.

The elimination of the FCS QA File Room, as well as the deletion of Appendix D, Paragraph 3.0, Records Retention regarding record retention requirements in the DQAP.

Move the requirements governing specific Offsite Dose Calculation Manual (ODCM) program processes and on how ODCM changes are made to procedures while maintaining the requirement to have an ODCM in the DQAP.

The NRC staff has completed its review of your request and has determined that the Quality Assurance Program, as described in the FCS DQAP submittal, as supplemented, is in conformance with the applicable quality assurance program requirements of Appendix B to 10 CFR Part 50. The NRC staff also concludes that the proposed FCS DQAP, Revision 18, adequately describes the provisions to meet the QA requirements of 10 CFR Part 71, 10 CFR Part 72, and Appendix B to 10 CFR Part 50 for activities that are important to safety for a facility that has moved all its spent fuel from the spent fuel pools to the ISFSI.

Accordingly, the NRC staff concludes that the proposed changes to the FCS DQAP, Revision 18, follow the NRC guidance contained within NUREG-1567 and NUREG-0800, Section 17.5, and comply with the QA requirements contained in 10 CFR Part 71 and 10 CFR Part 72, and are, therefore, acceptable.
