SUMMARY
OF OCTOBER 24, 2024, MEETING WITH HOLTEC DECOMMISSIONING INTERNATIONAL, LLC REGARDING GENERIC SAFETY ISSUE 191 CLOSURE PLAN TO SUPPORT POTENTIAL REAUTHORIZATION OF POWER OPERATIONS AT PALISADES NUCLEAR PLANT (EPID L-2024-LRM-0019)
On October 24, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held an open hybrid meeting with representatives of Holtec Decommissioning International, LLC (Holtec, the licensee) at 11555 Rockville Pike, Rockville, Maryland. The NRC staff, Holtec representatives, and members of the public also participated remotely via webinar. ENERCON representatives supported Holtec as technical consultants at the meeting. The purpose of the meeting was for Holtec to discuss their plans to resume work at Palisades Nuclear Plant (PNP, Palisades) on NRC Generic Letter (GL) 2004-02 (ML042360586),
Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents [DBAs] at Pressurized-water Reactors [PWRs], which is associated with Generic Safety Issue (GSI)-191, Assessment of Debris Accumulation on Pressurized Water Reactor Sump Performance. Additional goals for the meeting were for Holtec to provide a summary of PNP GL 2004-02/GSI-191 activities completed prior to cessation of power operations and update on the closure plan.
During the presentation, Holtec representatives highlighted completed actions performed at Palisades to address GL 2004-02, which include changes to the sump buffering agent from trisodium phosphate dodecahydrate to sodium tetraborate, replacement of high-pressure safety injection pump mechanical seals and cyclone separators, installation of passive debris screens on containment sump downcomers, containment floor drains, and containment sump vent lines, and installation of passive sump strainer assemblies with 0.095 hole size at emergency core cooling system pump suction inlet to containment sump and modification of the containment sump vents to enhance sump performance. Previous Palisades letters to the NRC regarding GL 2004-02 /GSI-191 plans were submitted on March 15, 2013 (ML13136A006), March 29, 2018 (ML18088A139) and March 5, 2019 (ML19064A089).
Regarding the current path for closure of GSI-191, Holtec explained that they had considered the deterministic resolution, alternate break resolution, and risk-informed resolution closure options for resolving GL 2004-02 as described in SECY-12-0093, (ML121320270) Closure Options for Generic Safety Issue -191. Per the discussion, the NRC staff expects Holtecs GL 2004-02 closure plan milestones and schedule submittal in the fourth quarter of 2024 and final response in the second quarter of 2026. The NRC staff plans to review Holtecs GL 2004-02/
GSI-191 closure plan submittals.
During the discussions with the NRC staff, Holtecs representatives confirmed that the containment sump is located under the annulus, and that debris would be prevented from getting into the annulus because of filtering by the strainers. Regarding the NRC staffs question about the alternate break and risk resolution, Holtec is still considering whether an alternate break or risk-informed method will be used for the final resolution. Regarding the NRC staffs question on the final closure plan, Holtec indicated that the plan would address justification for 8-hour chemical precipitation timing, difference in in-bag and out-of-bag series of chemical precipitation tests, the maximum debris amounts used in the head loss testing and would include all pertinent commitments. Holtec also confirmed that they plan to use Westinghouse Commercial Atomic Power (WCAP)-17788-P guidance.
There were several comments and questions from members of the public during the meeting.
The NRC staff addressed several questions during the question-and-answer session of the meeting. Comments and concerns include the need for simplified information for the public to understand, request for meeting to be recorded or transcribed, possible presence of problematic insulation types (e.g., Calcium silicate), sump pumps, impact of GSI-191 on restart, and opportunity for public response before restart.
