OF THE SEPTEMBER 18, 2024, PREAPPLICATION MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND INDUSTRY ON PROPOSED CHANGES TO NRC-APPROVED TOPICAL REPORTS (EPID L-2020-TOP-0061)
On September 18, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a virtual public meeting with industry representatives from the Pressurized Water Reactor Owners Group (PWROG) and Electric Power Research Institute (EPRI) on how to incorporate proposed changes to NRC-approved (-A) topical reports (TRs). This meeting was conducted to give industry representatives, prior to its application submittal, an opportunity to present proposed changes to PWROGs WCAP-17096-NP-A, Revision (Rev.) 3, Reactor Internals Acceptance Criteria Methodology and Data Requirements (WCAP-17096), EPRIs MRP-227 Rev. 2, Materials Reliability Program: Pressurized Water Reactor Internals Inspection and Evaluations Guideline (MRP-227), and PWROGs WCAP-17451-P, Rev. 2, Reactor Internals Guide Tube Wear-Westinghouse Domestic Fleet Operational Projections (WCAP-17451). These documents are available in the Agencywide Documents Access and Management System (ADAMS) at Accession Nos. ML23248A258, ML23352A243, and ML19262E593, respectively.

The overall meeting objective was to discuss industrys proposed changes and provide NRC staffs preliminary feedback on the best approach for incorporating changes to the -A versions of the TRs.

The industry discussion topics included the following:
Updates to MRP-227 Rev. 2 Discuss extending 10-year re-inspection interval for MRP-227 primary and expansion components from 10 to 12 years consistent with Code Case N-921 Updates to WCAP-17451 Rev. 2 and 17096-NP Rev. 3 Discuss approach for incorporating guidance document updates Elimination of W-ID 1 (also known as Westinghouse component item identification number)
Discuss eliminating W-ID 1 from WCAP-17096-NP Rev. 3-A since it is now changed from a primary component to an existing item in MRP-227 Rev. 2 PWROG representatives explained how the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME BPVC) Section XI1 provides inspection requirements on a 10-year interval that permits an extension of the 10-year interval up to 1 year. These requirements cover components in both the reactor vessel and the reactor vessel internals.
Information was presented stating that Code Case N-921 recently developed a basis for extending the Section XI 10-year interval to a 12-year interval for components including the reactor vessel.
At the time of this public meeting, MRP-227, Rev. 2 was under NRC review and the current inspection requirements required a 10-year inspection interval which creates a timing issue for plants implementing 12-year intervals under the Code Case N-921 because the core barrel must be removed for both the MRP-227, Rev. 2 and ASME Section XI inspections. In addition, it was mentioned that MRP-227, Rev. 2 is a separate program that was not covered by Code Case N-921.
The PWROG informed NRC that they are developing a technical justification allowing for an extension of the 10-year re-inspection interval for MRP-227s primary and expansion components from 10 to 12 years. Furthermore, industry representatives discussed its planned revisions to WCAP-17096 to incorporate MRP-227 changes which includes: (1) adding, removing, or updating the methodologies for components that were changed, (2) addressing WCAP-17096 safety evaluation limitations and conditions, and (3) incorporating lessons learned and other improvements to the document since the July 2019 publication of WCAP-17096.
There was also discussion of planned updates due to the resolution of Irradiated Fracture Toughness and incorporation of the latest guidance documents.
After the technical discussion, the NRC staff discussed the concept of conducting a concentrated review approach for these updates and revisions to the WCAP and MRP possibly with a specific timeframe allowing for industry to implement efficiencies more quickly. With respect to the path forward, the PWROG representatives stated that they plan to request another preapplication meeting in the near future and submit the latest revisions in the first quarter of 2025.
At the conclusion of the meeting, there was an opportunity for the public to provide comments and ask questions. However, no public comments were received.
