OF THE AUGUST 8, 2024, U.S. NUCLEAR REGULATORY COMMISSION PUBLIC OBSERVATION MEETING WITH THE PRESSURIZED WATER REACTOR OWNERS GROUP ON A PROPOSED LIQUID PENETRATE TESTING EXAMINATION FREQUENCY PROGRAM (EPID L-2020-TOP-0061)

On August 8, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff held a public observation meeting with representatives from the Pressurized Water Reactor Owners Group (PWROG) to discuss a proposed program that plans to provide a basis for extending the liquid penetrate testing (PT) examination frequency for embedded flaw repairs (EFR) performed on reactor vessel head penetrations as discussed in NRCs safety evaluation report to the topical report (TR) WCAP-15987-P/NP-A, Revision 2, "Alternative Repair Technique for Reactor Vessel Head Penetrations and Adjoining Welds" (hereinafter referred to as the SE to TR WCAP-15987). The meeting notice, agenda, and presentation slides are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML24206A004. The meeting attendance list is enclosed in this summary.

This was a virtual public observation meeting which provided NRC the opportunity to meet with industry representatives in an open and transparent virtual environment to discuss regulatory issues. Members of the public were given an opportunity to participate in the discussion at the appropriate time stated in the agenda. The main purpose of the meeting was to obtain NRC staffs preapplication feedback prior to PWROGs submittal of the revised TR for NRC review.

The PWROG representatives mentioned that PT examinations for every refueling outage are no longer necessary due the successful historical performance of the embedded flaw repair. Also, the PWROG representatives presented information to show the current examination requirements in Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Section 55(a),

provide adequate detection of degradation and leakage without the PT requirements. In addition, the PWROG representatives mentioned that the welding processes have improved since the 2003 publication and approval of NRCs SE to the TR. Topical report WCAP-15987-P/NP-A requires PT examinations to be performed at every refueling outage and the NRC has granted relief for performing PT examinations for every other refueling outage after acceptable results for a PT exam are confirmed for two consecutive refueling outages following the repair.

The PWROG representatives stated that the plan to propose that surface PT examinations be performed during the first and second refueling outage after installation, and if both exams are successful, then the surface PT examination frequency would transition to once every successive Inservice Inspection (ISI) Interval (10 or 12 years). If the surface PT exams are not successful, then surface PT exams would be performed each outage until acceptable, then transition to once per ISI Interval.

The NRC staff engaged in several discussion topics and provided feedback that will be considered when the TR on this subject matter is submitted for NRC review.

The PWROG representatives stated that a draft supplement to WCAP-15897 is expected to be submitted to the NRC in January of 2025 with an application requesting a one-year review.

At the conclusion of the meeting, all participants were informed that the feedback provided during the meeting met the goals and objectives of the meeting. No public comments were received and no regulatory decisions or commitments were made during the meeting.
