Dear Ms. Welling,

I am writing to inform you of an action before the Nuclear Regulatory Commission (NRC) regarding the former Lead Cascade Facility located on the Department of Energy (DOE) Reservation in Piketon, Ohio. The licensee, American Centrifuge Operating (ACO), has requested that the NRC terminate the license (SNM-7003) for this former facility. As described in the attached draft Federal Register notice (FRN), all decommissioning activities and final status surveys were completed and the only remaining action is to terminate the license. The attached FRN references the NRCs approval of the decommissioning plan and the 2018 EA for that action (2018 EA is here: ML18204A294), as well as the final and confirmatory surveys and the NRC inspection. Section 6 of the 2018 EA describes the NRCs consultation with your office regarding the decommissioning plan.

Under Subpart B of the Section 106 process, at 36 CFR 800.3(a)(1) No potential to cause effects, the NRC has determined that the undertaking, termination of the license for this former facility, is a type of activity that does not have the potential to cause effects on historic properties, and therefore the NRC has no further obligation under Section 106. The NRC has made this determination because termination of the license will only involve administrative activities.

As I mentioned in my June 11 email (see below), the NRC is preparing to terminate American Centrifuge Operatings license for the decommissioned Lead Cascade Facility, license SNM-7003. For your review, the attached Federal Register notice contains a draft environmental assessment (EA) for this proposed license termination (section III of the notice). Additional background about the decommissioning process and final status surveys is provided both in the FRN and in the email below.

Ill send the password to open the file in a follow-up email. Please provide any comments on this document by October 7, 2024. Thank you for your attention to this matter.

Please reply re: upcoming EA for Lead Cascade Facility license termination

Dear Staff of the ODH,

OEPA, and OEMA,

The purpose of this email is to notify you of an upcoming license termination and to ask that you kindly indicate whether you would like to review the draft environmental assessment (EA) for this action.

The NRC is preparing to terminate American Centrifuge Operatings (ACOs) license SNM-7003 for the American Centrifuge Lead Cascade Facility in Piketon, Ohio. ACOs request to terminate the license, dated November 2, 2023, is here: ML23311A313. In addition, ACO submitted form 314, Certificate of Disposition of Materials (ML24135A205). The

information included with this certification describes ACOs April 2018 final status survey report, the NRCs May 2018 confirmatory survey, and the NRCs follow-up onsite inspection.

The inspection report (No. 07007003/2018001) is here: ML18260A122

The NRC staff are preparing documentation for the license termination, and this will include an EA for compliance with the National Environmental Policy Act. The EA will reference the NRCs approval of the decommissioning plan and the 2018 EA for that action (2018 EA is here: ML18204A294), as well as the final and confirmatory surveys and the NRC inspection.
