NRC INSPECTION REPORT NO. 07007003/2018001(DNMS) - AMERICAN CENTRIFUGE OPERATING, LLC, LEAD CASCADE FACILITY

Dear Mr. Fosson:

On August 23, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed onsite inspection activities at the American Centrifuge Operating, LLC, Lead Cascade Facility in Piketon, Ohio. The purpose of the inspection was to determine whether decommissioning activities were conducted safely and in accordance with NRC requirements. During the inspection, the NRC inspector with the assistance of the Oak Ridge Institute for Science and Education (ORISE) performed independent confirmatory surveys of selected areas within the Lead Cascade Facility. The enclosed report presents the results of this inspection, which were discussed with you and members of your staff on August 23, 2018.

Based on the results of this inspection, no violations of NRC requirements were identified.

SUMMARY

American Centrifuge Operating, Lead Cascade Facility NRC Inspection Report 07007003/2018001 May 21, 2018 through August 23, 2018 The American Centrifuge Operating, Lead Cascade Facility is located on the U.S. Department of Energy Portsmouth Gaseous Diffusion Plant reservation. The licensee began operating the Lead Cascade Facility on June 6, 2007. On February 19, 2016, the licensee made the decision to cease operations at the Lead Cascade Facility and pursue termination of its Materials License from the Nuclear Regulatory Commission (NRC) following decommissioning activities.

Currently, the Lead Cascade Facility is shut-down and final status survey activities have been completed.

Closeout Inspection and Survey

  • The NRC and ORISE independent confirmatory survey and laboratory results of selected areas did not identify anomalous results and were consistent with the licensees final status survey data demonstrating compliance with the release criteria for unrestricted use.

Report Details 1.0 Closeout Inspection and Survey (IP 83890) 1.1 Inspection Scope The NRC and ORISE performed independent confirmatory surveys of selected areas to assess whether the site has been decontaminated to acceptable radiological levels for unrestricted use.

1.2 Observations and Findings The NRC and ORISE performed independent confirmatory surveys during the period of May 21-25, 2018. Confirmatory survey activities included alpha-plus-beta radiation floor scans, beta radiation drain scans, alpha radiation scans and direct measurements, and smear sampling, as applicable, in the X-3001 Train 2 North Utility Bay, X-3001 Train 3 North Utility Bay, X-3001 Trains 2 and 3 North Utility Bay Drains, X-3001 Train 1 Mezzanine, X-3001 Train 3 Mezzanine, X-3001 Train 3, X-3001 Train 3 Centrifuge Drains, X-3001 Train 6, X-7726 Centrifuge Training and Testing Facility, X-7726 Second Floor Utility Room, X-3012 Hot Shop, and X-7725 Loading/Storage Area.

The results of the ORISE surveys are contained in a document dated, August 16, 2018 (ADAMS Accession No. ML18233A343).

No findings were identified.

1.3 Conclusions The NRC and ORISE independent confirmatory survey and laboratory results of selected areas did not identify anomalous results or other conditions that preclude the final status survey data from demonstrating compliance with the release criteria for unrestricted use.

2.0 Exit Meeting The inspector presented the results of the inspection to Mr. Fosson and other members of the Lead Cascade Facility staff at a teleconference exit meeting on August 23, 2018.

The licensee acknowledged the results presented and did not identify any of the information discussed as proprietary.
