Dear Dr. Towell:
By letter dated April 26, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24117A070), Abilene Christian University (ACU) submitted for the U.S. Nuclear Regulatory Commission (NRC) staffs review, ACU white paper, Material Control and Accounting at the Abilene Christian University Molten Salt Research Reactor (MSRR). This white paper provides a general description of the material control and accounting approach for the MSRR, following the suggested format in NUREG-2159, Acceptable Standard Format and Content for the Fundamental Nuclear Material Control Plan Required for Special Nuclear Material of Moderate Strategic Significance, Revision 1. ACU requested the NRC staff to perform a review of this white paper and provide feedback and observations. To support its review, the NRC staff held a partially closed meeting with ACU on August 20, 2024 (ADAMS Accession No. ML24267A253), where the NRC staff asked questions regarding the white paper and ACU provided responses. The NRC staff has completed its review of the white paper and the enclosure to this letter provides the NRC staffs feedback and observations for ACU to consider during development of the detailed MSSR design and the operating license application.
