OF THE SEPTEMBER 27, 2024, PARTIALLY CLOSED MEETING WITH ABILENE CHRISTIAN UNIVERSITY (ACU), PUBLIC MEETING: MOLTEN SALT RESEARCH REACTOR (MSRR) MATERIAL CONTROL & ACCOUNTING WHITE PAPER REVIEW (EPID NO.: L-2024-NFO-0005)
The U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed meeting with Abilene Christian University (ACU) on September 27, 2024, to discuss ACUs Molten Salt Research Reactor Material Control & Accounting (MC&A)" white paper submitted for the NRC staffs review on April 26, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24117A070). The purpose of this meeting was to provide and discuss the NRCs feedback from its review of ACU's white paper.
The partially closed meeting notice can be found in ADAMS (ML24260A241). This meeting notice was posted on the NRC public website as a partially closed meeting due to the potential discussions with ACU involving preliminary details of the molten salt research reactor design and preliminary information on its MC&A plan. Enclosure 1 provides the list of meeting attendees. Enclosure 2 contains non-public information and therefore, is not available to the public.

J. Segala Meeting Summary:
The U.S. Nuclear Regulatory Commission (NRC) staff conducted the meeting in accordance with NRC Management Directive 3.5, Attendance at NRC Staff-Sponsored Meetings ADAMS (ML21180A271).
Public Portion:
Abilene Christian University (ACU) stated they will iterate the information on Material Control and Accounting (MC&A) before submitting the Operating License (OL) application based on the development of the detailed design of the molten salt research reactor (MSRR).
The participants talked about the upcoming Molten Salt Reactor (MSR) Workshop in November, which will provide an opportunity to interact with members of working groups interested in the MC&A topic as a community.
The main observation made to ACU regarding its MC&A white paper is the confirmation that Part 74, subpart B should be followed throughout the design.
The NRC staff recognized that many of the regulations are written for Light Water Reactors (LWRs) and explained that the expectation for advanced (non-LWR) reactor applicants is that the intent of these MC&A regulations and guidance documents are met.
NRC staff will review the regulations applicable to material facilities to look for areas that may also be applicable to MSRs, recognizing that the NRC will not impose double regulatory requirements.
The NRC staff made ACU aware of several papers developed by Oak Ridge National Laboratory (ORNL) on the topic of MC&A that may serve as good references and guidance.
Since NRC does not currently have MC&A guidance tailored for non-LWR applicants, the NRC staff plans to supplement existing guidance with a case-by-case review.
