PRESUBMITTAL READINESS ASSESSMENT REPORT OF THE X ENERGY, LLC., XE-100 GRAPHITE STRUCTURAL ANALYSIS AND QUALIFICATION METHODOLOGIES TOPICAL REPORT
Dear Mr. Vaughn:
On September 5, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff completed a presubmittal readiness assessment of the draft topical report, Graphite Structural Analysis and Qualification Methodologies Topical Report. X Energy, LLC., (X-energy) anticipates that the topical report will be referenced in future license applications for the Xe-100 pebble-bed, high temperature gas cooled reactor, the first of which is expected to be a construction permit application for the Project Long Mott facility. As detailed in the associated readiness assessment plan (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML24197A050), this assessment was conducted in order for the NRC staff to provide feedback to X-energy on: (1) information not included in the topical report which may be necessary for the NRC staff to determine that the topical report is sufficiently complete to perform the safety evaluation, (2) matters addressed in the topical report which are novel, technically complex, or represent policy issues, and (3) interrelations between the content of the topical report and other submitted or planned technical reports. The readiness assessment also allowed the NRC staff an opportunity to become familiar with the content of the topical report.
The NRC staff conducted the readiness assessment via X-energys Electronic Reading Room in accordance with the NRC Office Instruction LIC-116, Preapplication Readiness Assessment, (ML20104B698) and as outlined in Appendix A, Pre-Application Engagement Guidance, to the NRCs Interim Staff Guidance, Review of Risk-Informed, Technology-Inclusive Advanced Reactor Applications - Roadmap, DANU-ISG-2022-01 (ML23277A139). The readiness assessment is not part of the NRCs acceptance review process and is not intended to determine whether the associated topical report is sufficiently complete to initiate a detailed technical review.
During the readiness assessment, the NRC staff identified several observations for X-energys consideration for revising the topical report before its formal submittal to the NRC staff for review. These items were discussed with X-energy during a feedback meeting on September 5, 2024. The NRC staffs readiness assessment observations are enclosed, however, the enclosure contains proprietary information and therefore is not available to the public.

X-energy is encouraged to engage the NRC staff if additional clarity is needed regarding any of the NRC staffs observations. Based on the nature of the readiness assessment, additional items may be identified during the acceptance review of the topical report, in accordance with the NRC Office Instruction LIC-500, Topical Report Process (ML19123A252), that were not identified during the readiness assessment.
