Title:

To gather information necessary to prepare an environmental impact statement (EIS) to evaluate the environmental impacts for the potential subsequent license renewal (SLR) of the operating license for Dresden Power Unit 2 and 3 (Dresden).
General Details:
The U.S. Nuclear Regulatory Commission (NRC) held two virtual environmental scoping public meetings as part of the Dresden, SLR environmental review. The meetings were held via Microsoft Teams on August 20, 2024, at 12 p.m. Central time, and at the second at 5 p.m.
Central time (CT). Both meetings followed the same agenda, beginning with a review of meeting ground rules and an introduction of the NRC staff, followed by a presentation by the NRC staff on the license renewal process with a focus on the environmental review and scoping process. The presentation emphasized that scoping comments were welcome to help NRC define the scope of its environmental review for the Dresden Nuclear, SLR application. There was an opportunity for attendees to ask questions about the NRC staffs presentation followed by an opportunity for members of the public to provide oral scoping comments.
Afternoon meeting: Attended by twenty-nine external attendees, eight members of public, one member of U.S. Environmental Protection Agency (EPA), one member of Grundy Chamber of Commerce, two members of Grundy County Illinois, one member of the City of Morris, Illinois, one member of Coal City Fire Protection district, two members of Joliet Community College, one members of the University of Tennessee, eight Constellation employees, two members of Enercon, one member of Duke Energy, and one member of Pacific Northwest National Laboratory (PNNL).

Summary of Presentation:
The NRC staff presented an overview of its review process for the Dresden, SLR application, beginning with the safety review and then going into greater detail on the environmental review. Constellation submitted its SLR application for Dresden, on April 17, 2024 (Agencywide Documents Access and Management System (ADAMS) ML24108A010).
Dresden was first issued facility operating licenses on for Unit 2, February 20, 1991, and on January 12, 1971, for Unit 3, respectively. The two units were granted initial renewed licenses on October 28, 2004. The current renewed licenses will expire on Unit 2, December 22, 2029, and for Unit 3 January 12, 2031. If a license renewal is granted, it will be for an additional 20 years.
Mark Yoo, the Safety Project Manager (PM), noted that the focus of the NRC safety review is to provide aging management review (Title 10 of the Code of Federal Regulations (10 CFR)
Part 54), to address aging effects that could impair the ability of systems, structures, and components within the scope of license renewal to perform their intended functions such that these "subsequent": aging effects will be adequately managed during the period of extended operation; just an emphasis on the "subsequent period." A Safety Evaluation Report will be issued prior to the NRC staff meeting with the Advisory Committee on Reactor Safeguards (ACRS). ACRS is an independent committee of experts providing advice to the Commission.
Tam Tran and Angela Sabet, the Environmental PMs, explained that the NRC conducts its environmental review in accordance with the National Environmental Policy Act of 1969 (NEPA). NEPA requires federal agencies to consider potential impacts of federal actions and in planning. The EIS review begins with the scoping process 10 CFR 51. Scoping is a process by which the NRC staff identifies the specific impacts and significant issues to be considered within the draft EIS. The Environmental PMs noted that public participation is an important aspect of scoping and that gathering comments was the purpose of this public meetings. The NRC staff considers all scoping comments provided during the public meetings, as well as written comments received during the scoping period in preparing the draft EIS. At the conclusion of the scoping process, NRC will prepare and issue an Environmental Scoping Summary Report that contains comments received during the scoping period, and includes significant issues identified because of the scoping process for further review in the EIS and consistent with the requirement to review new and significant issues that may invalidate the Generic Environmental Impact Statement conclusion summary 10 CFR 51.
The Environmental PMs explained that the NRC staff will conduct an independent assessment to document its findings in the draft EIS. The draft EIS for Dresden SLR will be issued for public comment in approximately July 2025. The NRC staff will consider any comments on the draft EIS in preparing the final EIS. In conducting its environmental review, the NRC staff will be consulting or including as cooperating agency other Federal, State, and local agencies, as well as tribal leaders in the review, as appropriate. Within the EIS, the NRC staff evaluates impacts from the proposed license renewal for a wide range of environmental resources, such as air quality, human health, wetlands, and threatened and endangered species. Ultimately, the purpose of the EIS review is to determine whether the environmental
3 impacts of license renewal could be so great that preserving the option of license renewal for decision makers other than NRC would become unreasonable.
Tam and Angela informed the attendees that the EIS will be considered in conjunction with the NRC staff's safety review in recommending to the Commission whether to renew the Dresden operating licenses for an additional 20-year period.
The NRC staff ended the meetings by reiterating that the closing date for submitting scoping comments is September 4, 2024. In addition to providing comments at the two public meetings, comments can be: (1) mailed to Office of Administration Mailstop TWFN-7A60M, U.S. Nuclear Regulatory Commission, Washington, DC 20555-0001; (2) submitted online using the Federal Rulemaking website at regulations.gov (Docket ID: NRC-2024-0080); or (3) submitted electronically by email to DresdenEnvironmental.Resource@nrc.gov.

August 20, 2024, 5 p.m. CT Meeting The evening scoping meeting had 8 external attendees, which included one member of the public, one member of Environmental Law and Policy Center, three members of Constellations, two members of Enercon, and one member of PNNL. There were no comments made at the meeting.

Action Items/Next Steps:
The NRC staff will address the comments received during the public commenting period as part of the review of the Dresden SLR application. The NRC staff will include an analysis of comments in the final supplemental site-specific EIS.
