So, good evening or late afternoon, everyone. I'd like to welcome you to our public meeting today. This is our second public meeting.
My name is Lance Rakovan, and it's my pleasure to facilitate today's public meeting hosted by the U.S. Nuclear Regulatory Commission, or NRC, involving Dresden Nuclear Plant Units 2 and 3 Subsequent License Renewal.
My colleagues Mark Yoo and Tam Tran will be our main presenters today.
Our goals are to provide you with an overview of the subsequent license renewal process, both involving safety and environmental reviews for Dresden.
And also, to solicit your input on the environmental issues that the NRC should address, as part of our environmental review.

- again, to avoid any potential confusion, I'd like to stress that we are here today to gather information to prepare an Environmental Impact Statement, to evaluate the environmental impacts for the potential license renewal of the operating license for Dresden Units 2 and 3.
Today we look forward to hearing your scoping comments related to areas covered by our environmental review.
And a term you're going to hear a lot today that I've already used a few times, is scoping, which simply means determining the scope of the environmental review.
In this case, for the continued operation of Dresden Nuclear Plant, again, Units 2 and 3.
Today's meeting is just one way that you can participate in that process, and we'll be going more into detail on that a bit later.

So, our agenda for our meeting. After some opening remarks and introductions, we'll move on to a brief presentation involving relicensing with a focus on environmental scoping.
We'll take a short time to see if anyone

So, for our speakers today, Mark Yoo is the lead PM for the safety review. Tam Tran is the lead for the environmental review. And Angela Sabet is helping him out with that.
John Moses is our Deputy Director for the Division of Rulemaking, Environmental, and Financial Support.
And, we also have Steven Koenick, who is our Branch Chief, and he will be giving some opening remarks momentarily.

So, this is a comment gathering meeting by NRC's definition, which means we are actively seeking your input as part of the meeting.
Please note that we are transcribing and recording today's meeting, so the NRC staff can be sure to get a full accounting of the comments you provide.
Also, I'd like to stress that there will be no regulatory decisions made at today's meeting.

Participants will be in listen-only mode until we get to the comment session, or when we open it up for clarifying questions on the presentation.
And at that point, I'll go through how you can participate in those processes.

So, with that, I will turn things over to Steve Koenick for some opening remarks, and then we'll get to our main presentation, and speakers.

MR. KOENICK: Okay, thank you, Lance.
As Lance mentioned, my name is Steven Koenick, and I am the Chief of the Environmental Project Management Branch 1.
Before we proceed with today's presentation, I would like to briefly introduce you to the NRC.
The NRC regulates commercial nuclear power plants, research test and training reactors, nuclear

The NRC was created by the Energy Reorganization Act of 1974, which separated the former Atomic Energy Commission into the regulatory body, the NRC, and the promotional body, which became the Department of Energy.
You can scan the QR code on the slide to see the NRC's current strategic plan. If you have some free time, I encourage you to take a quick look.
The plan's three strategic goals are key to the agency successfully fulfilling its mission.
The goals are to ensure a safe and secure use of radioactive materials.
Continue to foster a healthy organization; and, to inspire stakeholder confidence in the NRC.
These goals are broken down into strategic objectives and strategies, to meet those goals and objectives.
For the third
- goal, stakeholder confidence, we use meetings like these to appropriately include you in the NRC activities as effectively and transparently as possible.

And we continued learning about conducting these types of meetings. We've heard that holding meetings during work hours may limit attendance.
To increase access and participation, we scheduled two scoping meetings today. The first one occurred earlier in the day, and this one is after work hours.
We'd like to hear from you on how we're doing in this regard.
As Lance mentioned, the purpose of this meeting is to inform you about our review process and seek your input on environmental issues the agency should access and consider, when conducting the environmental review of the Dresden Subsequent License Renewal application.
I'm looking forward to hearing your insights and feedback on significant environmental issues that you feel are important for the staff to consider, in their detailed analysis of issues to be included in our review of the applicant's environmental report.

MR. YOO: Thank you, Steve.
I'm Mark Yoo, the Safety PM for the Dresden Subsequent License Renewal review.
Dresden Nuclear Power Station Units 2 and 3 were first licensed in February 1991, and January 1971, respectively.
The renewal for both licenses were issued in October of 2004.
The licenses for Dresden's Units 2 and 3 will expire December 22, 2029, and January 12, 2031, respectively.
If a renewal is granted, it will be for an additional 20 years from the date of each expiration.

Constellation Energy Generation, LLC, has submitted an application to the NRC for Subsequent License Renewal for Dresden on April 17, 2024.
A license renewal application must contain general information, such as the applicant's name and

This information is the focus of the safety review.
The application also includes an environmental report, which is the applicant's assessment of the environmental impacts of continued operation.
This information serves as a starting point for the staff to review the environmental aspects of license renewal for Dresden.

I will now walk us through the NRC's license renewal review process, as shown on this slide.
Starting from the left, the process begins once the license renewal application or LRA, has been accepted for review.
Then the process breaks out in two parallel reviews. A safety review, which you see on the top, and the environmental review in the middle.
These two reviews evaluate separate aspects of the license renewal application.
On the safety side of the review,

GROSS COURT REPORTERS AND TRANSCRIBERS 1716 14th STREET, N.W., SUITE 200 (202) 234-4433 WASHINGTON, D.C. 20009-4309 www.nealrgross.com following the staff's review of the application, the advisory Committee on Reactor Safeguards, or ACRS, completes an independent review of the application to make a recommendation to the Commission.
At the bottom of the flow chart, dotted lines lead to hearings. Dotted lines represent the opportunity for a hearing in accordance with the Atomic Energy Act, which establishes a process for members of the public to request involvement in hearings on a variety of civilian nuclear matters, including license renewal.
The Commission considers the outcome of the hearing process in its decision on whether or not to issue a renewed operating license.
- Finally, with inputs from the environmental review, ACRS's recommendation on the safety review, as well as the staff's finding from the safety review, final decision is made by the NRC.

The Atomic Energy Act authorizes the NRC to issue licenses for commercial power reactors, to operate for up to 40 years.
These licenses can then be renewed for an additional 20 years at a time. This period following

The purpose of the safety review is to identify aging effects that could impair the ability of Dresden's safety related systems within the scope of license renewal, to perform their intended functions, and to demonstrate that Dresden will adequately manage these aging effects during the period of extended operation.
This scope has not changed from the initial licensing to license renewal.
As previously mentioned in April 2024, Constellation Energy Generation, LLC, submitted the license renewal application for Dresden Units 2 and 3.
After receiving the application, the NRC conducted an acceptance review, determining that the application was sufficient and acceptable for docketing on June 14, 2024.
Then, we move along to our technical review, which includes an aging management audit. The aging management audit consists of three parts.
The in-office technical review audit; the onsite audit; and the breakout audit.
During all phases of the audit, the NRC

As part of the safety review, the staff also reviews the applicant's operating experience for information applicable to aging management.
Following the audit, an audit report is issued. At the very end, the staff will document its review in a safety evaluation, or SE.

The NRC ensures the adequate protection of public health and safety and the environment, through the regulatory process, which is shown on this slide.
The regulatory process consists of five major components. We develop regulations and guidance for applicants and licensees.
Licensed or certified applicants to either use nuclear materials, operate nuclear facilities, or decommission.
Oversee licensee operations and facilities, to ensure that licensees comply with safety requirements.
Evaluate operational experience at licensed facilities or evolving license activities; and, in support of our regulatory decisions, we

With license renewal, the regulatory process now considers aging management as represented by the red block and arrow.
Now I will turn the meeting to Tam Tran, who will discuss the environmental review.

My name is Tam
- Tran, I
am the Environmental Project Manager for the Dresden Subsequent License Renewal project. I will cover the environmental review next.
The National Environmental Policy Act obligates federal agencies to consider environmental impacts, and federal actions in planning.
The NRC staff conducts its environmental review in accordance with Title 10 of the Code of Federal Regulations, Part 51.

GROSS COURT REPORTERS AND TRANSCRIBERS 1716 14th STREET, N.W., SUITE 200 (202) 234-4433 WASHINGTON, D.C. 20009-4309 www.nealrgross.com The objective of our environmental review is to determine if the environmental impacts of license renewal for Dresden, are so great that renewal would not be a reasonable option.
Put simply, we are assessing if Dresden license renewal is acceptable from an environmental standpoint.

Our environmental review considers the impacts of operating the plant for an additional 20 years, and any mitigation of those impacts, as warranted.
We also consider the impacts of reasonable alternative to license renewal, including the impact of not issuing a renewed license.
The NRC staff documents its environmental review and Environmental Impact Statement. In 2022, the NRC Commission's directed the NRC staff to update the agency Generic Environmental Impact Statement for license renewal, to ensure it applies to a second or a subsequent license renewal.
On August 6, 2024, the NRC staff issued the 2024 updated generic EIS, in the Federal Register.
The NRC staff has also updated the

- guide, including the staff
- review, technical review plan for staff use.
The revised NUREG-1437, Revision 2, titled Generic Environmental Impact Statement for License Renewal of Nuclear Power Plants, accounts for all, for one term of subsequent license renewal.
The staff revision to the renew guides, the so-called guides, Generic Environmental Statement, consider A) public comments, comments received on plan-specific EIS.
B) lessons learned during the completed and ongoing initial renewal and subsequent license environmental reviews.
C)
Commission interactions; D) new scientific research; E) changes in environmental regulations and other applicable laws; and F) other new information.
As a result of the NRC review, 59 of 80 environmental issues were determined to be generic at all nuclear power plants, for a specific subset of plants.
Twenty issue requires a plan-specific analysis. One issue remains uncategorized.
The 2044 revision from the 2013 Generic

Several related environmental issues were combined for clarity and efficiency. And for the introduction of the three new environmental issues, including greenhouse gasses, and climate change.
The NRC is currently gathering information necessary to provide a supplemental EIS, which will address specific issues.
Although the applicant submitted a site-specific environmental report, the NRC staff is required to use the revised 2024 guides for Category 1 issues.
The supplemental EIS will evaluate the environmental impacts of license renewal for Dresden, and reasonable alternatives to license renewal.

For license renewal review, the NRC staff looks at a wide range of environmental impacts as part of preparing the Environmental Impact Statement and listed on this slide including areas such as fish and wildlife, socioeconomic, et cetera.
We need your comments in these areas as part of the scoping process, which is the purpose of

This slide is a good illustration of the different area of the staff reviews and considers as a part of preparing the Environmental Impact Statement.
Just one quick note that because this is a license renewal proposed
- action, there's no consideration of alternative sites. So, I just want to note that for this slide.

In conducting our environmental review, we coordinate and consult with various local, state, federal and tribal officials, and gather pertinent information from these sources to ensure it is considered in our analysis.
And illustrative of this slide about consulting agencies, examples include consultation with the EPA, U.S. Fish and Wildlife Service, and state historic preservation officer.
As part of the environmental review, the staff may hold public meetings to receive comments on the draft EIS.
So, please visit NRC public meeting notice system website for any future announcement. That the

I will now discuss the environmental scoping process in more detail.

The environmental review begins with the scoping process, which is why we are here today. The purpose of the scoping process is to identify significant issues that should be considered in the environmental review.
We are now gathering information that we will use to prepare the Environmental Impact Statement, for the license renewal of Dresden.
As part of that process, today we would like to collect your comments on the scope of the environmental review.
That is, the environmental impacts that the staff should consider in the areas illustrated in the previous diagram.
The scoping period started on August 5, 2024, when a notice of intent to prepare an EIS and conduct scoping, was published in the Federal Register.
The NRC will accept, will be accepting

In general, we are looking for information about environmental impacts from the continued operation of Dresden Unit 2 and 3, during the period of standard operation.
You can assist us in that process by telling us for example, what aspect of your local community we should focus on.
What local environmental, socio and economic issues that NRC staff should examine during the environmental review.
And what reasonable alternatives are most appropriate for your local region.
These are examples of the input that we are looking for, and they represent the kinds of information we are seeking through the environmental scoping period.
Your comments today regarding this question would be helpful in providing insight for the environmental analysis.

This slide provides some important milestone that the environmental review process will

If you have environmental scoping comments you would like to submit outside of today's meetings, you have until September 4, 2024, to do so.
Based on our current schedule, we plan to issue the draft and Supplemental Environmental Impact Statement for public comment, by August 2025.
This is another way you can be involved in this process.
Members of the public will have an opportunity to provide comments on the draft Supplemental EIS.
The complete project milestone for both the environmental and safety reviews, are at the public project website listed on this slide. That's at the bottom of the slide there.
The public can observe the staff presentation on this safety review during a meeting with the advisory committee on reactor safeguards, which is expected in about a year or so.

This slide identifies primary NRC points of contact for license renewal at the Dresden Nuclear Power Stations.

The Morris Area Public Library, located at 604 Liberty, it's in Morris, Illinois, area code 60450, and Coal City Library, located at 85 N.
Garfield Street, Coal City, Illinois, area code 60416, have agreed to make the license renewal application available for public inspection.
The draft supplemental EIS will also be available at this library when it is published for comments.
In addition, this document will be on the NRC website, listed on this slide at the bottom.

The most important piece of today's meeting is to receive any comments that you may have, regarding the scope of the environmental review.

I just want to note that comments should be submitted by September 4, 2024.

The recap of today's meetings, the comment periods end on September 4, 2024. Comments will be considered in the scoping summary report, for which the scoping participants may receive a copy in about winter timeframe of 2024, or earlier.
