REQUEST FOR CLEAN TS PAGE, dated August 27, 2024 By letter dated July 20, 2011, the NRC issued Amendments 212 and 142 for Nine Mile Point Units 1 and 2 (NMP1 and NMP2), respectively, to add the designation for Nine Mile Point Unit 3 Nuclear Project to Technical Specification (TS) figures (Reference 1). By letter dated August 18, 2023, Constellation Energy Generation, LLC (CEG) requested approval of proposed changes to remove the Nine Mile Point 3 Nuclear Project, LLC, (NMP3) designation from the Unit 1 and Unit 2 TS (Reference 2). By letters dated February 1, 2024 (Reference 3) and July 31, 2024 (Reference 4), CEG provided supplemental information to further clarify the changes to the TS figures. An email from R. Reynolds to R. Guzman (Reference 5), dated August 27, 2024, provided the clean pages for NMP1 and NMP2 TS figures which included the applicable descriptions for the surrounding structures.
Upon further review, CEG determined that the proposed changes to the NMP2 TS markup for Figure 4.1-1 are not fully captured in the previously submitted TS markups. This Supplemental Information Letter provides corrected NMP2 TS figure markup to include information for the surrounding structures to reflect the figure more closely prior to approval of Amendment 142 in Reference 1.
The supplemental information in this letter includes a description of changes in Attachment 1 and the revised NMP2 TS Markup in Attachment 2.
CEG has reviewed the information supporting the No Significant Hazards Consideration and the Environmental Consideration that was previously provided to the NRC in Reference 2. The additional information provided in this submittal does not affect the conclusion that the proposed license amendment does not involve a significant hazards consideration. This additional information also does not affect the conclusion that neither an environmental impact statement nor an environmental assessment need be prepared in support of the proposed amendment.
There are no regulatory commitments contained within this letter.
In accordance with 10 CFR 50.91, "Notice for public comment; State consultation," paragraph (b), CEG is notifying the State of New York of this application for license amendment by transmitting a copy of this letter and its attachments to a designated State Official.
