NRC Inspections Findings 3
Westinghouse Electric Company Criterion VII, Control of Purchased Material, Equipment, and Services Failed to provide sufficient objective evidence to demonstrate the requirements in a purchase order for calibration services and recording of inspection, measurement, and test equipment used were satisfied.
Criterion XVI, Corrective Action Failed to adequately correct the conditions adverse to quality identified in two corrective action reports before closing them.

10 CFR Part 21 Failed to invoke the requirements of 10 CFR Part 21 in the procurement documents for safety-related machining services and important to safety materials for a vertical concrete cask.
ASCO L.P.
Criterion II, Quality Assurance Program Failed to establish adequate training requirements for personnel performing manufacturing activities and special processes, and adequately document training for those personnel. No objective evidence that personnel performing soldering and laser welding activities were adequately qualified.

Criterion IX, Control of Special Processes Failed to perform the required weekly in-process audits of the laser welding process and the required dimensional measurements, as well as the axial load and leakage testing on the laser welded joints for a safety-related valve to ensure they met the required engineering specifications.
Criterion XII, Control of Measuring and Test Equipment Failed to calibrate a load cell used to verify the strength of laser welds as well as to provide objective evidence that the weight used to test the mechanical joints on solder cup terminals was properly controlled.

Criterion VIII, Identification and Control of Materials, Parts, and Components Failed to properly control and identify/mark with a heat number or other appropriate means filler metal rods used in the welding of safety-related letdown coolers.
Criterion XII, Control of Measuring and Test Equipment Failed to perform an evaluation to determine the effect of an out of calibration condition identified on items that had been inspected and shipped since the last valid calibration date of a hexagon absolute arm measuring gage consistent with ESSCs Quality Assurance manual.

Criterion XV, Nonconforming Materials, Parts, and Components, and Criterion XVI, Corrective Action Failed to implement corrective actions to address Nonconformance 99902104/2022-201-01 as documented in corrective action report No. 1459 and in the response to the nonconformance. Because ESSC failed to adequately implement the corrective actions to address Nonconformance 99902104/2022-201-01, the NRC inspection team identified 22 nonconformance and 25 corrective action reports that were past the 30 business days due date as required in ESSCs nonconformance and corrective action procedures. Three of the 22 nonconformance reports and five of the 25 corrective action reports have been opened for more than a year.

Government Owned, Contractor Operated.
Contractors may be individual universities, university consortia, private companies, or nonprofits.
DOE National laboratories are commercial entities for which an assessment must be performed.
National Energy Technology Laboratory (NETL) is the only DOE national laboratory owned and operated by the U.S.
Federal Government.
Regulatory Issue Summary 2024-02 11 When procuring items or services for use in a safety-related applications; licensees, applicants, and suppliers are responsible for:
verifying the effective implementation of the laboratories programmatic quality controls, and maintaining 10 CFR Part 21 responsibility.
