Type of Meeting: This was a partially closed observation meeting.
Purpose of the Meeting: The purpose of this meeting was for the U.S. Nuclear Regulatory Commission (NRC) staff to provide initial feedback to the Nuclear Energy Institute (NEI) regarding proposed changes in Revision 8 to NEI 03-12, Security Plan Template.
General Summary: The meeting began with an open webinar session during which the NRC gave a presentation1 on its efforts to review the revised security plan template since the pre-submittal public meeting with NEI on April 3, 2024.2 The NRC informed the meeting attendees that it had assembled a team of subject matter experts from NRC headquarters and regional offices to review the proposed updates to NEI 03-12, and that the team developed a list of comments for NEI consideration. The NRC staff informed the attendees that the list of comments was shared with NEI prior to the public meeting to maximize the efficiency and productivity of the meeting but that the list could not be released to the public because it contained sensitive security-related information. However, NRC staff did provide the meeting attendees with a brief, general description of the types of comments contained in the list which ranged from requests for additional clarity in the template to identifying sections that may not comply with NRC requirements.
Following the business portion of the open session, the NRC received a comment from a meeting observer that they were unable to view the NRCs presentation slides. The NRC staff directed the observer to the public meeting notice where they could obtain a copy of the presentation slides. No other questions or comments were received, and the open portion of the meeting ended at 9:14 AM ET with 41 individuals in attendance.
The closed portion of the meeting immediately followed and was attended by staff from the NRC, NEI, and operating power reactor licensees. The meeting attendees discussed the NRCs list of comments in detail, and NEI indicated that they plan to consider the feedback and submit a revised template intended to address the NRCs comments. The closed portion of the meeting ended at 11:45 AM ET with 17 individuals in attendance.
