Dear Alan Blind:

This letter is in reference to the petition for rulemaking (PRM) that you submitted to the U.S. Nuclear Regulatory Commission (NRC) on July 1, 2024 (NRCs Agencywide Documents Access and Management System (ADAMS) Accession No. ML24205A122). As stated in the NRCs July 25, 2024, letter (ML24206A057), the NRC docketed this petition under Section 2.803, Petition for Rulemaking-NRC Action, of Title 10 of the Code of Federal Regulations (10 CFR).

In the petition, you request that the NRC revise its regulations in 10 CFR Part 52, Licenses, Certifications, and Approvals for Nuclear Power Plants, to establish a Commission-approved process for returning a plant that has entered the decommissioning process to an operational status. Your petition has been assigned Docket Number PRM-50-125. Please reference this docket number on any correspondence you may have concerning the petition. Note this is being docketed under 10 CFR Part 50, Domestic Licensing of Production and Utilization Facilities, as the NRC understands the petition, based on the context and references within, to be referring to the Part 50 regulations.
