General Comment
Re Docket ID NRC-2024-0135, The Petition requests the NRC to revise its regulations for Licenses, Certifications, and Approvals for Nuclear Power Plants and include a new NRC-stipulated process for returning a decommissioned plant to operational status. This new rulemaking is necessary, as Palisades is the first plant seeking to transition from a decommission status back to a nuclear power operations status.
The petition asserts that Palisades represents a unique, "outlier" case that will set a precedent for any future plants making similar requests. This plant has safety issues that are still coming to light, and should in no way be allowed to continue down this path. There are many communities nearby and many others that rely on the great lake of Michigan for fresh water.
