REVIEW OF PHASE 1 FINAL STATUS SURVEY REPORT TO SUPPORT APPROVED LICENSE TERMINATION PLAN (EPID# L-2024-DFR-0002)

Dear Benjamin Pearson:

The U.S. Nuclear Regulatory Commission (NRC) has completed its review of the Phase 1 final status survey reports (FSSRs) for Fort Calhoun Station, Unit 1 (FCS) and has found them acceptable. Phase 1 of the FCS FSSRs, to support license termination, were submitted to the NRC by letter dated April 17, 2024 (ML24114A232) and supplemented with additional information on August 10, 2024 (ML24235A082). Revision 1 of the Phase 1 FSSRs was submitted on November 21, 2024 (ML24326A263).

NRC staff has determined that the residual contamination results presented are all a fraction of the radionuclide Derived Concentration Guideline Limits (DCGLs) approved in the FCS License Termination Plan (LTP), Revision (Rev.) 1, submitted on December 6, 2023 (ML23346A152) and approved by the NRC on January 31, 2024. The gamma walkover scanning coverage described in the report was adequate and the survey and analyses for the eleven open land survey units 8101, 8102, 8103, 8104, 8105, 8106, 8109, 8110, 8202, 8203, and 8305 provided reasonable assurance that they demonstrate compliance with the approved DCGLs in LTP, Rev. 1. Further details on our review are provided in the enclosed evaluation.

Implementing isolation and control measures, as outlined in LTP, Rev.1, until decommissioning is complete is necessary to prevent cross-contamination of these survey units during phased or long-term decommissioning. These measures will help avoid the need for additional surveys or analyses to demonstrate compliance with approved DCGLs.

In accordance with Title 10 CFR 2.390 of the NRCs Rules of Practice for Domestic Licensing Proceedings and Issuance of Orders, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of NRCs ADAMS.
