PREAPPLICATION READINESS ASSESSMENT REPORT OF THE GE-HITACHI NUCLEAR ENERGY DRAFT LICENSING TOPICAL REPORT NEDC-33934P, REVISION 0, BWRX-300 SAFETY STRATEGY
Dear Mr. Montgomery:
On February 28, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff completed a preapplication readiness assessment (hereinafter readiness assessment) of GE Hitachi Nuclear Energys (GEH) draft Licensing Topical Report (LTR) NEDC-33934P, BWRX-300 Safety Strategy. The readiness assessment plan and a subsequent update can be found in the Agencywide Documents Access and Management System (ADAMS) Accession Nos.

The readiness assessment is not part of the NRCs official acceptance review process; however, it allowed the staff to identify any major issues or information gaps between the draft LTR and the technical content required to be included in the final LTR submitted to the NRC.
Note that the observations from the readiness assessment do not predetermine whether the application will be docketed.
The NRC staff conducted this readiness assessment in two phases. During the initial review phase, which began on July 26, 2023, the staff reviewed Draft Revision A of the LTR and provided preliminary observations to GEH in a meeting held on October 2, 2023 (ML23355A229). As part of the readiness assessment process, GEH met with NRC staff (non-public) on December 19, 2023, to provide an overview of the Safety Strategy for the new NRC Lead Project Manager and new Lead Technical Reviewer. The second phase of the readiness assessment was conducted after January 15, 2024, when GEH made Draft Revision 0 of the LTR available for review. This draft included significant revisions to address some of the staffs preliminary observations. The NRC staff and GEH also held readiness assessment meetings (non-public) on February 8 and 9, 2024, to discuss in detail GEHs responses to the NRC staffs preliminary observations, related updates to the draft LTR, and further staff questions.
On February 28, 2024, GEH and NRC staff held a partially closed public meeting to close out the readiness assessment and discuss staffs readiness assessment observations with GEH (ML24163A257). The NRC staff stated that while they found the draft LTR generally provided sufficient information to support a detailed review, there were identified several areas where the LTR should include additional information, clarification, or basis, to address specific regulatory requirements necessary to support a detailed review. GEH subsequently submitted its final revision of the BWRX-300 Safety Strategy LTR to the NRC for review on March 8, 2024 (ML24068A206).
