UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 MEMORANDUM TO:

Samantha Lav, Chief Fuel Facility Licensing Branch Division of Fuel Management Office of Nuclear Material Safety and Safeguards FROM:

Stephen Poy, Project Manager Fuel Facility Licensing Branch Division of Fuel Management Office of Nuclear Material Safety and Safeguards

SUBJECT:

TRIP REPORT FOR VISIT TO FRAMATOME ON MAY 7 AND 8, 2024, TO DISCUSS UPCOMING LICENSE APPLICATION SUBMITTALS (ENTERPRISE PROJECT IDENTIFIER L-2024-LLA-0056)

Staff from the U.S. Nuclear Regulatory Commission (NRC) participated in two pre-licensing meetings and toured the Framatome facility on May 7 and 8, 2024. The purpose of the visit was for the NRC technical reviewers to hold pre-application meetings with the Framatome technical staff. In preparation for the planned submittals, Framatome requested the face-to-face/hybrid meeting with the technical staff to discuss the information they plan to submit and receive feedback on their submittal.

The Framatome staff stated that their license amendment request to allow receipt and processing of quantities of special nuclear material with enrichments limits up to 10 weight percent uranium-235 in the Framatome Specialty Fuel Building necessary to support commercial fuel fabrication for advanced reactor designs is on schedule for submittal by the end of June 2024.

The Framatome staff stated that their separate license amendment request submittal for higher enrichment for the site (from 5 to 6.5 weight percent uranium-235) to support advanced fuel manufacturing activities is on schedule for submittal by the end of August 2024.

The NRC staff expressed appreciation for the tour of the facility, which was helpful to better understand the processes and equipment that will be utilized by Framatome.
