Background===

GEH developed the safety strategy to systematically incorporate defense-in-depth into their safety design basis using a defense line architecture based on selected guidance from the International Atomic Energy Agency (IAEA) and to determine the safety classification of Structures, Systems, and Components (SSCs).

GEH began engaging with the NRC staff on this approach in June 2022 o June 29, 2022, public meeting (ML22215A081) o August 5, 2022, non-public Page Turn meeting with subsequent feedback (ML22263A294) o BWRX-300 Safety Strategy white paper submitted on December 7, 2022 (ML22341A058) o December 14, 2022, public meeting - NRC feedback on the white paper (ML23023A142) o Pre-submittal meetings with GEH held on March 8 and April 5, 2023. The NRC staffs feedback is summarized in the meeting summary available at ADAMS Accession No. ML23087A077.

Licensing Topical Report (LTR) Readiness Assessment opened on July 26, 2023.

Readiness Assessment Purpose and Summary

  • Purpose of the Readiness Assessment: to identify any significant information gaps or significant technical or regulatory issues that could challenge the acceptance or review of the submittal.

Not an acceptance review.

LTR Draft Revision A (GEH Proprietary and Preliminary) was shared with the NRC staff via electronic reading room (eRR).

Preliminary Feedback meeting held on October 2, 2023 (Meeting Summary: ML23355A229)

Staffs preliminary observations provided and discussed with GEH Readiness assessment review was paused while GEH made significant revisions to the LTR Draft Revision 0 and responses to the preliminary observations shared via the eRR on January 15, 2024.

Additional Readiness Assessment Meetings with GEH and NRC staff (non-public) held on December 19 and February 8-9.

Summary of NRC Staff Observations The NRC staffs observations grouped into three categories:

  • Scope and Purpose of the LTR
  • Specific topics where the detailed review of the LTR will likely need to consider additional information, clarification, or basis for the safety strategy to address specific regulatory requirements
  • Areas that may require additional information as part of the detailed LTR review or during review of licensing applications applying the LTR 5
