SUMMARY

OF PUBLIC MEETING TO DISCUSS PRE-APPLICATION LICENSING TOPICAL REPORT ON SAFETY STRATEGY FOR THE BWRX-300 SMALL MODULAR REACTOR On June 29, 2022, an Observation Public Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and GE-Hitachi Nuclear Energy Americas, LLC (GEH) concerning the expected submittal of the license topical report (LTR) on BWRX-300, Safety Strategy.

The meeting was a partially closed meeting because the staff determined that certain portions of the meeting contained information that is proprietary to GEH.

The topics discussed during this meeting included the following:

Intended BWRX-300 design application of the Safety Strategy LTR.

Technical detail on the GEH safety strategy approach and risk analysis methods, and key assumptions used for identifying applicable safety-related systems, structures, and components (SSCs).

NRC staff concerns with using International Atomic Energy Agency (IAEA) Specific Safety Requirements SSR-2/1, Safety of Nuclear Power Plants: Design, and risk-informed process in identifying safety-related SSCs, or specific alternatives from NRC guidance specifically from Regulatory Guide (RG) 1.26.

Anticipated regulatory exemptions or alternatives to existing NRC guidance or probabilistic risk assessment (PRA) methodology that may require additional attention or review.

The presentation slides for the open session of the meeting were posted on the NRC public website.

SUMMARY

OF THE JUNE 29, 2022, OBSERVATION PUBLIC MEETING TO DISCUSS PRE-APPLICATION LICENSING TOPICAL REPORT ON SAFETY STRATEGY FOR THE BWRX-300 SMALL MODULAR REACTOR Meeting Summary of Open Session The meeting commenced at 10:00 a.m. with the NRC staff opening remarks, and an introduction of attendees. GEH presented the objective of the proposed LTR along with BWRX-300 background and introductory information.

GEHs public presentation on its BWRX-300 safety strategy covered the planned utilization of defense-in-depth concepts for design of safety systems consistent with IAEA SSR-2/1, while meeting the applicable NRC regulations and regulatory guidance for determining required safety functions; identifying design and analysis requirements; and classification of nuclear power plant SSCs. These regulations include Appendix A, General Design Criteria for Nuclear Power Plants, to Title 10 of the Code of Federal Regulations (10 CFR) Part 50, Domestic Licensing of Production and Utilization Facilities, and 10 CFR 50.55a, Codes and Standard, as well as applicable NRC guidance from NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants: LWR Edition, or NRC RG 1.26, Quality Group Classifications and Standards for Water, Steam, and Radioactive-Waste-Containing Components of Nuclear Power Plants. GEH indicated during the meeting that no exemptions to NRC regulations were expected in a future license application for the BWRX-300 regarding safety system classifications and requirements.

There were no identified members of the public or questions during the public portion of the meeting.

OF THE JUNE 29, 2022, OBSERVATION PUBLIC MEETING TO DISCUSS PRE-APPLICATION LICENSING TOPICAL REPORT ON SAFETY STRATEGY FOR THE BWRX-300 SMALL MODULAR REACTOR Meeting Summary of Closed Session At 10:45 a.m. the closed proprietary portion of the meeting resumed with proprietary presentation including proprietary discussions prompted by staff clarification questions regarding the stated planned objectives and details presented by GEH for the proposed LTR.

GEHs closed presentation on its BWRX-300 safety strategy covered the planned utilization of defense-in-depth concepts for design of safety systems consistent with IAEA SSR-2/1, while meeting the applicable NRC regulations and regulatory guidance for determining required safety functions; identifying design and analysis requirements; and classification of nuclear power plant SSCs.
