Palo Verde Nuclear Generating Station (Palo Verde), Units 1, 2 and 3, Alloy 600 Management Program Plan By leer dated February 22, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24053A397), Arizona Public Service Company (APS, the licensee) submied the Palo Verde Nuclear Generang Staon (Palo Verde), Units 1, 2 and 3, Alloy 600 Management Program Plan for U.S. Nuclear Regulatory Commission (NRC) sta review and approval as required by license renewal Commitment 23 in table 19.51 of the Palo Verde Updated Final Safety Analysis Report (ML23181A166). The purpose of this leer is to provide the results of the NRC stas acceptance review of this request.
The acceptance review was performed to determine if there is sucient technical informaon in scope and depth to allow the NRC sta to complete its detailed technical review. The acceptance review is also intended to idenfy whether the applicaon has any readily apparent informaon insuciencies in its characterizaon of the regulatory requirements or the licensing basis of the plant.
The NRC sta has reviewed your applicaon and concluded that it does provide technical informaon in sucient detail to enable the NRC sta to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed submial in terms of regulatory requirements and the protecon of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC stas ability to complete the detailed technical review are iden"ed despite compleon of an adequate acceptance review. You will be advised of any further informaon needed to support the NRC stas detailed technical review by separate correspondence.
Based on the informaon provided in your submial, the NRC sta has esmated that this licensing request will take approximately 120 hours0.00139 days <br />0.0333 hours <br />1.984127e-4 weeks <br />4.566e-5 months <br /> to complete. The NRC sta expects to complete this review by January 30, 2025. If there are emergent complexies or challenges in our review that would cause changes to the inial forecasted compleon date or signi"cant changes in the forecasted hours, the reasons for the changes, along with the new esmates, will be communicated during the roune interacons with the assigned project manager.
These esmates are based on the NRC stas inial review of the applicaon and they could change, due to several factors including requests for addional informaon, and unancipated addion of scope to the review. Addional delay may occur if the submial is provided to the NRC in advance or in parallel with industry program iniaves or pilot applicaons.
