OF MARCH 19, 2024, MEETING WITH NAC INTERNATIONAL
Background
On March 19, 2024, an Observation Public Meeting was held by teleconference between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives from NAC International to discuss a future amendment request for the Model No. OPTIMUS-L package.
This Observation Public Meeting was noticed on February 29, 2024 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML24060A171). The attendance list and the publicly available presentation slides are provided as Enclosure Nos. 1 and 2, respectively.
Discussion NAC International (NAC or the applicant) requested this meeting to discuss a proposed amendment request for the Model No. OPTIMUS-L package (Docket No. 71-9390).
This package is currently licensed to transport (i) byproduct, sources, special nuclear material in the form of solids or resins, either dewatered, solid, or solidified waste, (ii) dewatered, solid, or solidified transuraniccontaining wastes (TRU), fissile, nonfissile, or fissileexcepted; (iii) neutron activated metals or metal oxides in solid form, in secondary containers;(iv) radioactive CONTACT:

OFFICIAL USE ONLY - PROPRIETARY INFORMATION solid waste materials, including special form material; (v) lowenriched uranium (LEU) fuel and activated metal structural components (e.g., cladding, liners, baskets, etc.), and (vi) TRISO fuel compacts.
The applicant is adding new proposed contents for this package in the form of shielded devices that contain a special form or normal form sealed source capsule. Such contents, also known as irradiators devices, are lead filled steel weldments containing various gamma sources, usually Cesium 137 or Cobalt60. The maximum weight of such contents will be less than the currently authorized weight of 3,500 lbs. for the package, their heat load will be below the cask containment vessel (CCV) limit for air fill gas, and credit will be taken in the evaluation for the lead shielding encapsulating sealed sources.
Staff said it understood well the changes to be implemented in this amendment request and had a few specific questions during the proprietary session on both the structural and shielding evaluations, e.g., benchmarking a material model, acceleration time history, worst dose rate locations, etc. NAC intends to submit the amendment request by the end of June 2024 and indicated a preferred need date for March 2025.
No regulatory commitments were made during this meeting.
