MONTICELLO NUCLEAR GENERATING PLANT - FINAL SAFETY EVALUATION FOR THE SUBSEQUENT LICENSE RENEWAL APPLICATION REVIEW (EPID NO. L-2022-SLR-0000)

Dear Mr. Hafen:

By letter dated January 9, 2023 (Agencywide Documents Access an d Management System (ADAMS) Package Accession No. ML23009A352), as supplemented by letters dated April 3, 2023 (ML23094A136), June 26, 2023 (ML23177A218), July 11, 2023 (ML23193B026), July 18, 2023 (ML23199A154), August 15, 2023 (ML23227A175), August 28, 2 023 (ML23240A695),

September 5, 2023 (ML23248A474), S eptember 22, 2023 (ML23265A15 8), October 3, 2023 (ML23276B433), November 9, 2023 (ML23313A158), November 30, 202 3 (ML23334A147),

January 11, 2024 (ML24012A051) and February 29, 2024 (ML24060A2 69) Northern States Power Company, Minnesota (NSPM) submitted an application for su bsequent renewal of Renewed Facility Operating License Nos. DPR-22 Monticello Nucle ar Generating Plant (MNGP) to the U.S. Nuclear Regulatory Commission (NRC). NSPM submitted the application pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants, for subsequent license rene wal.

The NRC staff determined that the application was complete and acceptable for docketing as communicated by email dated by letter dated February 23, 2023 ( ML23047A175), and noticed in the Federal Register on March 3, 2023 (88 FR 13474).

The NRC staff has reviewed the MNGP Subsequent License Renewal Application (SLRA) and has developed the enclosed Safety Evaluation Related to the Su bsequent License Renewal of Monticello Nuclear Generating Plant, hereinafter referred to a s the Safety Evaluation (SE). The SE reflects the status of the NRC staffs safety review of the SLRA, as supplemented, through February 29, 2024. Issuance of the enclosed SE is an important milestone for both the applicant and the NRC staff.

The next milestone for this project is the Advisory Committee o n Reactor Safeguards Full Committee meeting scheduled for May 1, 2024.
