U.S. NUCLEAR REGULATORY COMMISSION VERIFICATION FOR GLOBAL NUCLEAR FUEL - AMERICAS ACCEPTED VERSIONS OF TOPICAL REPORTS NEDC-33935P, REVISION 0, LANCR02/PANAC11 APPLICATION METHODOLOGY, NEDC-33377P, REVISION 4, LANCR02 LATTICE PHYSICS MODEL QUALIFICATION REPORT, AND NEDC-33376P, REVISION 4, LANCR02 LATTICE PHYSICS MODEL QUALIFICATION REPORT (EPID L-2021-TOP-0038)

By letter dated September 15, 2023, Global Nuclear Fuel - Americas (GNF-A), submitted the approved versions (-A) of Topical Reports (TRs) NEDC-33935P, Revision 0, LANCR02/PANAC11 Application Methodology, NEDC-33377P, Revision 4, LANCR02 Lattice Physics Model Qualification Report, and NEDC-33376P, Revision 4, LANCR02 Lattice Physics Model Qualification Report (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23258A108), to the U.S. Nuclear Regulatory Commission (NRC).
GNF-A has done so in accordance with our request to publish -A proprietary and non-proprietary versions of the TRs, as detailed in the transmittal letter dated August 21, 2023, of the NRC staffs final safety evaluation (ADAMS Accession No. ML23160A042) for the original TRs.
By letter dated December 18, 2023, GNF-A submitted a letter clarifying the -A versions of TRs NEDC-33935P, Revision 0, LANCR02/PANAC11 Application Methodology, NEDC-33377P, Revision 4, LANCR02 Lattice Physics Model Qualification Report, and NEDC-33376P, Revision 4, LANCR02 Lattice Physics Model Qualification Report (ADAMS Accession No. ML23352A196). GNF-A stated that the letter was submitted to clarify that the accepted versions of the TRs are -A versions of the TRs: NEDC-33376P-A, Revision 5, LANCR02 Lattice Physics Model Description, NEDC-33377P-A, Revision 5, LANCR02 Lattice Physics Model Qualification Report, NEDC-33935P-A, Revision 1, LANCR02/PANAC11 Application Methodology, and stated that the -A versions of the TRs included only the addition of the final SE, GNF-A responses to the NRC RAIs, and changes prompted by the RAI responses.
The NRC staff has completed its verification review of the -A versions of the TRs. The NRC staff verified that the submitted -A versions are acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the accepted versions of the TR that are now approved for use in future licensing actions.
If the NRCs criteria or regulations change so that its conclusion in this letter (that the TR is acceptable) is invalidated, GNF-A and/or an applicant referencing the TR will be expected to revise and resubmit its respective documentation or submit justification for the continued applicability of the TR without revision of the respective documentation.
