By letter dated June 19, 2023 (Reference 1), Duke Energy Carolinas, LLC (Duke Energy) submitted a license amendment request (LAR) for Catawba Nuclear Station (CNS) Units 1 and

2. The proposed change would revise CNS Technical Specification (TS) 3.7.11, Control Room Area Chilled Water System (CRACWS), to modify the Actions for two inoperable CRACWS trains. Specifically, with two CRACWS trains inoperable, 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> would be permitted to restore one train to operable status provided mitigating actions are taken to ensure control room temperature is appropriately maintained.

By correspondence dated September 28, 2023 (Reference 2), the Nuclear Regulatory Commission (NRC) staff notified Duke Energy that additional information is needed to complete the review.

The enclosure to this letter provides Duke Energys response to the NRC request for confirmation of information (RCI). The information contained within this response does not change the No Significant Hazards Consideration Determination provided in Reference 1.

There are no new regulatory commitments contained in this submittal.

By letter dated June 19, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23170A015), Duke Energy Carolinas, LLC, (the licensee, Duke Energy) submitted a license amendment request (LAR) for Catawba Nuclear Station, Units 1 and 2. The proposed change would revise Catawba Technical Specification (TS) 3.7.11, Control Room Area Chilled Water System (CRACWS), to modify the TS Actions for two inoperable CRACWS trains.

The NRC staff has reviewed the application and determined that additional information is needed to complete the review. Please respond within 30 days of the date of this e-mail.

Please note that the NRC staffs review is continuing and further requests for information may be developed.

As described in LIC-115, Revision 1, Processing Requests for Additional Information (ML21141A238), NRC staff requests the following requests for confirmation of information (RCI).

RCI No. 1 Section 2.4 of the LAR states:

A new Condition E is added. The new Condition E states, Required Action and associated Completion Time of Condition E not met in MODE 1, 2, 3, or 4.

The TS markup page states:

Required Action and associated Completion Time of Condition D not met in MODE 1, 2, 3, or 4.

The TS markup page appears to be correct. Please confirm the apparent editorial error in LAR Section 2.4.

Duke Energy Response to RCI No. 1 Duke Energy hereby confirms the editorial error in Section 2.4 of the LAR. The TS markup page from Attachment 1 of the LAR dated June 19, 2023 is correct. Section 2.4 of the LAR should have stated, Required Action and associated Completion Time of Condition D not met in MODE 1, 2, 3, or 4.
