SUMMARY
By letter dated October 9, 2023, Framatome Inc. (the applicant), requested an amendment to Certificate of Compliance (CoC) No. 9372, for the Model No. TN-B1 transportation package to correct a self-identified error between the TN-B1 licensing drawing FS1-0042705 Rev. 1 approved in the Revision No. 3 of the CoC and the previous licensing drawing, 105E3745 Rev.
- 8. The error increased the number of plug welds required on the TN-B1 inner container which is more than the number of plug welds made on all as built TN-B1 packaging.
The NRC staff reviewed the applicants request, including the corrected drawing FS1-0042705 Rev. 2, and found that the package meets the requirements of Title 10 of the Code of Federal Regulation (10 CFR) Part 71.
EVALUATION Technical errors were corrected in licensing drawing FS1-0042705, now as Rev. 2, including:
The plug weld pitch was corrected from 200 mm to 600 mm. When the GNF TN-B1 licensing drawing 105E3745 was converted to FS1-0042705, Rev. 1, in the Framatome drawing system, the plug weld pitch was unintentionally changed from 600 mm to 200mm. This was a typographical error: the correct pitch distance is indeed 600 mm, in accordance with the previously approved drawing and the manufacturing drawings: All the TN-B1 inner containers are manufactured with a nominal plug weld pitch of 600 mm.
A "2X" was added to the 9.5 mm dimension in the lower left corner and a diameter symbol (Ø)
was added to the 9.5 mm dimension in both the lower left corner and upper left corner of Sheet No. 2 of the drawing FS1-0042705. The "2X" is in the original GNF drawing (105E3745) and is meant to clarify that the 9.5 mm dimension applies to both the upper and lower diameters. The additional diameter symbols (Ø) are meant for clarity.
Other changes were made for clarity only: (i) item 6 (spring) is now showing in the top view of the (optional) hold down bar, (ii) the note Sheet 3 in the top right corner of Sheet 2 was removed because it was not attached to anything and had been inadvertently added to Revision No. 1 of drawing FS1-0042705.
CONDITIONS The following changes have been made to the CoC:
Item No. 3.b. has been updated to include the October 9, 2023, supplement to the application.
Condition No. 5(a)(3) has been revised to add the new licensing drawing FS1-0042705, Rev. 2.
Condition No. 11 has been deleted: it would have authorized the use of the previous revision of the certificate up until the expiration date of the certificate but the package would have not been in compliance with the corrected drawings of the certificate.
Condition No. 12 has been renumbered as Condition No.11. The expiration date of the certificate has not changed.
The references section has been updated to include the October 9, 2023, supplement to the application.
CONCLUSION Based on the statements contained in the application, and the conditions listed above, the staff concludes that the changes indicated do not affect the ability of the package to meet the requirements of 10 CFR Part 71.
