REGULATORY AUDIT REPORT BY THE OFFICE OF NUCLEAR REACTOR REGULATION IN SUPPORT OF THE REVIEW OF THE LIMERICK INSTALLATION SUPPORT LICENSE AMENDMENT REQUEST DOCKET NOS. 5000352, 5000353
1.0 BACKGROUND
By audit plan dated July 20, 2023 (Agencywide Documents Accession and Management System (ADAMS) Accession No. ML23193B012), the U.S. Nuclear Regulatory Commission (NRC) staff conducted an audit for understanding of Limerick Generating Stations Installation Support License Amendment Request (LAR) (ML23193B012). The audit was held virtually from July 25th to September 22nd, 2023, via online portal.
The NRC staff performed an audit for understanding to support timely completion of a safety evaluation and minimizing the potential need for a request for additional information (RAI) in accordance with Office of Nuclear Reactor Regulation Office Instructions LIC-111, Regulatory Audits.
2.0 REGULATORY AUDIT OBJECTIVES To assist in its review, the NRC staff conducted a virtual regulatory audit from July 24, 2023, through September 22, 2023. The objective of the audit was to increase review process efficiency through understanding the existing anticipated transients without scram (ATWS) analysis of record to compare to the updated analysis submitted with the installation support LAR. During the audit, the NRC staff reviewed pertinent documentation made available by Constellation. A list of all the documents that the NRC staff reviewed is included in Section 4.0, Documents Reviewed.

Nick Smith, Project Manager (NRR/DORL/LLPB) 3.0 REGULATORY AUDIT BASES A regulatory audit is a planned license or regulation-related activity that includes the examination and evaluation of primarily non-docketed information. The audit is conducted with the intent to gain understanding, to verify information, and to identify information that will require docketing to support the basis of a licensing or regulatory decision. Performing a regulatory audit is expected to assist the NRC staff in efficiently conducting its review and gaining insights to the vendors processes and procedures. Information that the NRC staff relies upon to make the safety determination must be submitted on the docket.
The NRC staff will perform the audit in accordance with the audit plan (ML23193B012) and NRR Office Instruction LIC-111, Regulatory Audits, Revision 1, dated October 2019 (ML19226A274).
4.0 DOCUMENTS REVIEWED The following documents provided by Constellation were reviewed by the NRC staff during the audit:

5.0 CONCLUSION
The audit accomplished the objectives listed in Section 2.0 by allowing access to the requested information necessary to determine if there were discrepancies between the existing ATWS analysis of record and the analysis submitted as part of the LAR. The NRC staff did not identify any discrepancies that would require additional requests for additional information.
