[External_Sender] RE: MC&A Request for Additional Information Response Clarification Date:
Wednesday, August 30, 2023 3:45:00 PM Hi Suzanne, As indicated in the call today, no changes will be made to the FNMCP itself as it covers 10% or below enriched special nuclear material and at this point in time with the limited details that I have, the indications are that our processes should remain the same. Therefore, the FNMCP will be adequate for this enrichment increase. It is my understanding that our fuel assemblies would have different enrichment bands including the material that is up to 8%.
Evaluation of the statistical and analytical calculations will be needed to see if any changes are required.
A new isotopic standard to cover the new enrichment range would be needed.
Depending on the outcome of the E1/E2 classification discussions, potential software changes could be needed in FBS to handle inventory reporting and / or 741 documents for the purposes of foreign obligation reporting. Once the NRC provides a decision on the E1/E2 classifications, then our software changes can be further analyzed.
Please let me know if you need further information.
- Regards, Julie

Hi Julie -
Thank you for todays discussion on the response to the request for additional (RAI) for material control and accounting (MC&A), MCA-1, in the July 28, 2023, letter.
The RAI response stated that no changes were anticipated to the Fundamental Nuclear Material Control Plan for an increase in the enrichment level of 8% U235.
As you indicated during the discussion, although the processes are likely to remain unchanged, there
will be a number of minor changes related to measurement control that will need to be implemented to accommodate 8% U235.
Also, you indicated you could provide some clarification regarding the minor software changes mentioned in the last sentence of RAI response.
As discussed, some additional information about these minor changes would be beneficial.
