(U)Submission for Approval of the Standard Practice and Procedures Plan (SPPP) and Transportation Plan for Global Laser Enrichment Headquarters Global Laser Enrichment (GLE) is building a new headquarters facility approximately 2 miles from the GE campus. The new facility requires a Facility Clearance to possess and use classified information in accordance with 32CFR117.9 and 10CFR95.15. For this purpose, GLE is submitting a new SPPP and associated Transportation Plan. Although a separate entity then the Test Loop by location and security infrastructure, GLE personnel will transition back and forth from each facility. The SPPP and Transportation Plan appendix will facilitate on going work in the Test Loop whiie advancing the licensing efforts and engineering capability in the Headquarters.

It is important to GLE's timeline and efforts to submit a license for an operating plant to receive the Facility Clearance by late January 2024. GLE understands that the final approval of a Facility Clearance includes an Operational Readiness Review. GLE is working with Region II to schedule this review the week of December 11, 2023. To enable this review and subsequent issuance of the Facility Clearance, GLE request that the SPPP and Transportation Plan be approved by end of November.

The enclosure of this transmittal contains the full SPPP which is marked as Security Related Information.
