Caitlin, I had submitted the photographs through the eTRAC system on the THC website; while I know you have the full 30 day timeline from 8/1/23 when I had submitted the supplementary info, I was hoping you could give an estimate as far as when Id be likely to hear back as to whether the photographs are sufficient, as were trying to manage our schedule and have to communicate to the applicant as soon as possible if they are not sufficient for you to close consultation with us. Do you have any additional info?

Caitlin, I tried uploading through the eTRAC system but I dont have ownership of the project on eTRAC because I had not registered an account previously and this project was a mailed submission. This document can be found on the NRCs public-facing document management system, web-based ADAMS, with accession number ML23199A239. The link below should download the file, unlike the original, which I had sent the internal link for.

Yes, it is correct that Ill just need exterior photographs of the historic-age buildings within the project area, rather than a more robust survey. This is based on the additional information I received from Ben during our previous phone conversation.

I was unable to open the link that you provided in your email below, but if you can just submit that information via eTRAC and let me know once you have done so, Ill do what I can to help expedite our project review and response.

Good afternoon Caitlin, In recent talks the NRC has had with Abilene Christian University, their licensing manager Ben Beasley said he had spoken to you and stated that you were no longer requiring a survey and external photographs were enough for you to close consultation on this project. Im reaching out to confirm that photographs of the historic age building are sufficient and there is no need for a reconnaissance level survey per one of your previous communications. I have attached a link below to the correspondence, including photographs, weve received from Abilene Christian University on the matter.

What level of survey of the historic-age building is required for you to close consultation? I recommend a reconnaissance level survey of the project area.

Is it possible the applicant will need to increase the level of survey once they submit this information to you? I cant say with 100% certainty that additional survey would not be required based on the results of the reconnaissance level survey, but considering the project area the chances of that are small.

Is it solely an external survey or does the interior also need to be surveyed? I am solely requesting exterior photographs of any historic-age resources; no interior survey work is required.

For both my knowledge and the applicants in case they ask- what differentiates the levels of survey in terms of their intensity? A reconnaissance level survey is used to get a general idea of an areas historic properties with basic background research while an intensive survey is a systematic, detailed inspection done by (or under the supervision of) professional architectural historians/historians/archeologists that is preceded by detailed background research.

Please feel free to reach out with any other questions.

Caitlin, I do need a couple of clarifications:

What level of survey of the historic-age building is required for you to close consultation?

Is it possible the applicant will need to increase the level of survey once they submit this information to you?

Is it solely an external survey or does the interior also need to be surveyed?

For both my knowledge and the applicants in case they ask- what differentiates the levels of survey in terms of their intensity?

I dont believe we need to have a call about this but if youd feel more comfortable providing your responses over the phone, we can meet at 11:00 AM on Monday, June 26th per your message about availability.

[External_Sender] RE: Meeting to Discuss Closing Consultation Hi Brian, Thank you for reaching out. I would be happy to meet and will include my availability below, but I may be able to clear up what type of additional information Ill need to be able to complete my review without us having to spend additional time meeting. Within the Area of Potential Effect (APE) that was identified in the correspondence dated May 8, 2023 that we received on May 16, 2023, there appears to be some historic-age resources. These resources are located on the south end of the APE along Ave F and E N 13th Street. In the correspondence that we received it states that NRC staff will be preparing an EA that will include the identification of historic and cultural resources and historic properties, an analysis of potential effects of the proposed action, and NRC staffs preliminary determination.

For the identification of historic resources, Ill need exterior photographs of the historic-age resources within the APE and a map indicating their location.

For the analysis of potential effects, Ill need additional information about the project. Please provide a written scope of work, specifications, site plans, architectural or engineering plans, or other materials including photographs of the project area and surrounding area as necessary to fully illustrate the scope and nature of the project.

Next week I can be available to meet at the following times:

Monday June 26, 11:00am Tuesday June 27, 2:00pm Friday June 30, 11:00am If those dates or times wont work for you, please let me know and I can send you more options.
