By letter dated February 9, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23046A093), Framatome, Inc. (Framatome) submitted a request for U.S. Nuclear Regulatory Commission (NRC) confirmation of a minor change to the Topical Report (TR) ANP-10297, Revision 0, Supplement 1P-A, Revision 1, "The ARCADIA Reactor Analysis System for PWRs [Pressurized Water Reactors] Methodology Description and Benchmarking Results (ADAMS Package Accession No. ML23046A120), to the NRC for review and approval. Framatome is requesting NRC confirmation that the change in the ARCADIA code system is within the scope of the approved methodology.
The NRC staff technical review of this change to the ARCADIA code system TR is ongoing.
The NRC staff will perform a virtual regulatory audit on August 15, 2023. The NRC staff determined that this regulatory audit is needed to facilitate the review. Enclosed for your information is a copy of the audit plan the NRC staff will follow.

1.0 BACKGROUND
By letter dated February 9, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23046A093), Framatome, Inc. (Framatome) submitted a request for U.S. Nuclear Regulatory Commission (NRC) confirmation of a minor change to the Topical Report (TR) ANP-10297, Revision 0, Supplement 1P-A, Revision 1, "The ARCADIA Reactor Analysis System for PWRs Methodology Description and Benchmarking Results (ADAMS Package Accession No. ML23046A120), to the NRC for review and approval. Framatome is requesting NRC confirmation that the change in the ARCADIA code system is within the scope of the approved methodology.
2.0 REGULATORY AUDIT BASES Regulatory guidance for the review of fuel system materials and designs and adherence to Title 10 of the Code of Federal Regulations, Appendix A to Part 50, General Design Criteria (GDC)-10, Reactor Design, GDC-11, Reactor Inherent Protection, and GDC-13, Instrumentation and Control, is provided in NUREG-0800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants (SRP), Section 4.3, Nuclear Design. In accordance with SRP Section 4.3, the objectives of the nuclear designs safety review is to provide reasonable assurance that: (1) acceptable fuel designs limits are not exceeded, (2) limiting power distributions are not exceeded, and (3) analytical methods should be representative of the state of the art, and the experiments used to validate the analytical methods should be adequate representations of fuel designs in the reactor and encompass a sufficient range of variables and operating conditions.
3.0 REGULATORY AUDIT SCOPE The NRC staff will conduct a one-day audit online. This one-day audit will include a technical discussion pertaining to the nature of the minor changes versus the original TR submittal (e.g., consistency of approach, potential differences in any applicable correction factors, etc.),
consistency of validation results of the code components that have received the minor change, and consistency in the validation results of the overall ARCADIA code system methodology.
The topics of discussion are included below in Section 4.0.
4.0 INFORMATION NEEDS The NRC staff would like Framatome to make available the appropriate engineer(s) with intimate knowledge of the codes and methods referenced in ANP-10297, Revision 0, Supplement 1P-A, Revision 1 to address any comprehension questions by the NRC staff.

NRC confirmation of understanding regarding the minor changes made to the ARCADIA reflector cross section methodology (ERM1) to extend it from a 1-D solution to a 2-D solution (ERM4).

Discussion regarding continued relevance of any applicable correction factors.

Audit of updated reflector validation results to ensure consistency with original reflector qualification results.
- 4.
Audit of updated ARCADIA code system validation results to ensure results are within applicable acceptance criteria and consistent with original validation results.
