OF THE JULY 20, 2023, PUBLIC MEETING BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION STAFF AND UNIVERSITY OF ILLINOIS AT URBANA-CHAMPAIGN TO DISCUSS PROPOSED TOPICAL REPORT ON EVENT SEQUENCE SELECTION AND SAFETY CLASSIFICATION (EPID NO. L-2021-NFN-0002)

On July 20, 2023, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of the University of Illinois at Urbana-Champaign (UIUC) via webinar. The purpose of this meeting was to discuss UIUCs plans to submit a topical report for NRC review related to UIUCs proposed event sequence selection and safety classification methodology for a proposed research reactor, the Micro-Modular Reactor (MMR),

that would be located on the UIUC campus. The meeting notice and agenda, dated July 10, 2023, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML23191A139. The UIUC presentation used in the meeting is also available in ADAMS at ML23201A255. A list of meeting attendees is provided as an enclosure to this summary.

During the meeting, UIUC provided a presentation which included an overview of the MMR design, which would be a high-temperature gas-cooled reactor design developed by the Ultra Safe Nuclear Corporation, and the plans to construct an MMR at UIUC. The presentation also included an overview of the planned topical report. The topical report would cover two main technical topics in separate sections: 1) event sequence identification methodology and 2) safety classification methodology. UIUC stated that it planned to request NRC approval of the event sequence identification and safety classification methodologies described in the topical report. However, it would not be requesting NRC approval of UIUCs selection of any specific postulated initiating events (PIEs), or UIUCs determination of the safety classification of any specific structure, system, or component (SSC), as part of this review. UIUC stated that the information in the topical report would inform and support the MMR design information and accident analyses in future construction permit and operating license applications for the MMR at UIUC.

The NRC staff noted that because the topical report submittal would request review of methodologies, but not a completed set of identified PIEs or SSC safety classifications (or examples of PIEs or safety classifications), the NRC staff would need to review the details of how the methodologies would be implemented to develop specific PIEs and safety classifications in a future licensing application. In addition, the NRC staff noted that it may need to consider whether additional limitations and conditions could be needed regarding how the topical report (if approved) could be referenced in and used to support a future MMR construction permit or operating license application.

UIUC stated that it expected to submit its event sequence selection and safety classification methodology topical report to the NRC in August 2023. In response to a question from the public regarding the schedule for submittal of a future construction permit application for a MMR at UIUC, the NRC staff stated that based on information UIUC provided in its regulatory engagement plan dated June 27, 2023 (ML23178A261), UIUC estimated it would submit an environmental analysis for a construction permit application to the NRC in the first quarter of 2024, and a preliminary safety analysis report in the second quarter of 2024.
