OF SECOND PRE-SUBMITTAL ENVIRONMENTAL REVIEW MEETING (DOCKET NUMBER: 50-440)
Dear Rod Penfield:
By letter dated May 13, 2020, (Agencywide Documents Access and Management System
[ADAMS] ML20134H987) Energy Harbor (the applicant), submitted a letter of intent to submit a license renewal application (LRA) for Perry Nuclear Power Plant (Perry), Unit 1.
On February 14, 2023, the U.S. Nuclear Regulatory Commission (NRC, or the staff) held a public meeting with Energy Harbor to discuss the expected content of the upcoming submittal of the LRA for Perry with a focus on the environmental review. The slides for the staff presentation are available at ADAMS ML23044A208, and the slides for the applicants presentation are available at ADAMS ML23044A212. A similar meeting was held the on February 16, 2023, with a focus on the safety review. A summary of that meeting is available at ADAMS ML23065A219.
Energy Harbor provided its presentation involving Perry. The NRC staff asked questions involving State Historic Preservation Officers and tribal interactions, as well as that Perry had never performed a severe accident mitigation alternative (SAMA) or severe accident mitigation design alternatives analysis, thus they would follow the approach in the NEI [Nuclear Energy Institute]
05-01, Severe Accident Mitigation Alternatives (SAMA) Analysis, which directs essentially performing a full SAMA analysis for initial license renewal.
The staff shared an updated tentative review schedule. For an application submission date of July 2023, the tentative review schedule would be as follows:

September 2024 DSEIS Public Comment Period Ends November 2024 NRC Issues Final SEIS April 2025 Two members of the public asked questions and/or made comments on various topics, including: lake water levels, the elevation of the plants intake channel, the exceptions the plant operates under, the geographical area the environmental review will focus on regarding endangered species, general plant operation, and the fuel used at the plant.
