CALENDAR YEAR 2022 BASELINE INSPECTION COMPLETION This memorandum communicates that, consistent with a triennial frequency, the requisite baseline inspections were not all completed in calendar year (CY) 2022 under inspection procedure (IP) 71130.03, Contingency Response - Force-on-Force (FOF) Testing (Agencywide Documents Access and Management System [ADAMS] Accession Number ML21012A329). For licensees that were approved a hardship request IAW TSG-NSIR202101 Additional Guidance for FOF Inspections During the Public Health Emergency, the IP 92707, Security Inspection of Facilities Impacted by a local, State, or Federal Emergency Where the NRCs Ability to Conduct Triennial Force-onForce Exercises is Limited, (ADAMS Accession Number ML21019A452) was used to complete the baseline inspection.

Seventeen sites were inspected under IP 71130.03 in 2022: Beaver Valley Power Station, Browns Ferry Nuclear Plant, Braidwood Station, Byron Station, Calvert Cliffs Nuclear Power Plant, Comanche Peak Nuclear Power Plant, Donald C. Cook Power Plant, Dresden Nuclear Power Station, Edwin I. Hatch Nuclear Plant, Fermi, McGuire Nuclear Station, Palo Verde Nuclear Generating Station, Perry Nuclear Power Plant, R. E. Ginna Nuclear Power Plant, River Bend Station, Vogtle Electric Generating Plant, Watts Bar Nuclear Plant. Enclosure 1 reflects the completion status for each site as reported in the Reactor Programs System, Inspection Report 8. IP 71130.03 is considered complete with one sample.

Two sites were inspected under IP 92707 in 2022: Catawba Nuclear Station, Diablo Canyon Power Plant. Enclosure 2 reflects the completion status for these sites as reported in the Reactor Programs System. IP 92707 is considered complete with one sample.

R. Felts 2 Specific to FOF inspections, IP 92707 was used as needed for inspections in CY 2022. IP 92707 was promulgated under Inspection Manual 2201, Appendix A, Security Baseline Inspection Program. The guidance in IP 92707 focused on conducting limited scope tactical response drills to verify and assess specific key elements of the licensees protective strategy to ensure that it has been appropriately developed and designed to meet the general performance objective of Title 10 of the Code of Federal Regulations (10 CFR) 73.55(b).

One site, Nuclear Fuel Services, Inc., was inspected under IP 96001, NRC FOF Inspections at Category 1 Fuel Cycle Facilities (ADAMS Accession Number ML19043A930). Enclosure 3 reflects the completion status of this inspection as reported in the Reactor Programs System. IP 96001 is considered complete with two samples.
