Surfaces include wood & metal flooring (cover) on top on reactor, metal floor inside Bioshield, concrete Bioshield interior walls and top of wood cover material. Historical Information The Bioshield is built over the reactor pool. There is no history of contamination in the area but this area has a higher probability for contamination due to the proximity of the reactor pool and reactor maintenance activities conducted poolside. There is a possibility of activation products due to neutron beams passing into this area during operation. This room is a Class 1 survey unit based on the increased possibility of contaminated and activated materials. Rev. O Page I of4
General Survey Instructions
- 1. Perform alpha scans at a speed not to exceed 1 detector width per second on 50% of floors on top of reactor (metal and wood cover material) using a 43-37 detector and 20% of wall surfaces using a 43-68 detector.
- 2. Choose a minimum of 10 measurement locations on floors (on top of Rx and on metal floor inside Bioshield),_§ locations on walls ( on top of Rx and inside Bioshield), and 4 locations on wood cover material (including elevated locations). If elevated areas were identified based on scan measurements, select the location of the highest activity for direct survey measurements. Perform direct alpha surface activity measurements independently at each of the 20 measurement locations for 1 minute each. Note: Due to high gamma background in general area (100 µR/hr and above) beta scans and beta direct measurements do not need to be performed.
- 3. Note any wall locations that exceed 40 cpm/100 cm2 total alpha activity and determine the extent of the elevated area. Note any floor locations that exceed 50 cpm/100 cm2 total alpha activity and determine the extent of the elevated area.
- 4. Collect a removable surface activity sample over an area of 100 cm2 in size at 100% of the locations chosen above, plus at judgmental locations at the discretion of the surveyor. A minimum of 20 removable activity measurement locations are required.
- 5. Perform at least 8 gamma direct survey measurements at 1 cm and at 1 m from the surface or source at locations chosen above. Record readings in µ.R/hr.
- 6. Prepare survey diagrams of walls, floors and wood cover material, with approximate dimensions and any unique features.
- 7. Note the locations of direct alpha, smears, and gamma fixed measurements and any samples. A sample of the wood cover material should be taken on the underside. Mark measurement and sample locations in the field using round adhesive backed circular stickers, markers, etc.
- 8. Record the maximum and average scan results, in cpm, on each wall and floor survey diagram.

Ely Location: Reactor Building: Radioactive Material Date Prepared: 5/10/2011 Storage Room Floors, Walls and Ceiling Area Classification: Preliminary Class l Reviewed By: Area Description This characterization survey includes the surfaces inside the Radioactive Material Storage Room. All surfaces including floor, interior walls and ceiling, plus inventory/surveys of waste stored inside the room. Note: Waste will need to be removed from room before surveys. Historical Information The Radioactive Waste Storage Room (Rm. 45) did not exist in the original building plan but was created at a later time by installing walls and a locked door. There is no history of contamination in the room but it has a higher probability for contamination due to activities in the room. This room is a Class 1 survey unit based on the increased possibility of contaminated and activated materials. General Survey Instructions
- 1. Perform alpha + beta scans at a speed not to exceed 1 detector width per second on 50% of floors using a 43-37 detector and 20% of wall surfaces using a 43-68 detector. Listen to audible output using headphones, if available.
- 2. Choose a minimum of 10 measurement locations on floors, 7 locations on walls, and 3 locations on ceilings (including elevated locations). If elevated areas were identified based on scan measurements, select the location of the highest activity for direct survey measurements. Perform direct alpha and direct beta surface activity measurements independently at each of the 20 measurement locations for 1 minute each.
- 3. Note any wall locations that exceed 40 cpm/100 cm2 total alpha or 450 cpm/100 cm2 total beta activity and determine the extent of the elevated area. Note any floor locations that exceed 50 cpm/100 cm2 total alpha or 1,500 cpm/100 cm2 total beta activity and determine the extent of the elevated area. (The elevated area limits are based on estimated backgrounds of 4 cpm/100 cm2 alpha and 250 cpm/100 cm2 beta on a 43-68 and estimated backgrounds of 15 cpm/100 cm2 alpha and 1,000 cpm/100 cm2 beta on a 43-37.)
- 4. Collect a removable surface activity sample over an area of 100 cm2 in size at 100% of the locations chosen in step #2, plus at judgmental locations at the discretion of the surveyor. A minimum of 20 removable activity measurement locations are required. Note removable results that exceed 10 dpm/100 cm2 alpha or 200 dpm/100 cm2 beta.
- 5. Perform a gamma scan survey of surfaces at a speed not to exceed 0.5 meters per second, on 20% of floor and 20% of the wall areas. Perform at least 10 gamma direct survey measurements at 1 cm and at 1 m from surfaces at locations chosen in step #2. Record readings in µR/hr.
- 6. Prepare survey diagrams of walls, floor and ceiling, with approximate dimensions and any unique features.
- 7. Inventory all waste items and obtain maximum exposure rate measurements at a distance of 10-cm and I-meter from each waste item for higher exposure rate items. For low exposure rates, obtain 1-cm and l 0-cm readings.
- 8. Note the location of all waste items on a survey diagram.
- 9. Note the locations of direct alpha, direct beta, smears, and gamma fixed measurements. Also mark measurement and sample locations in the field using round adhesive backed circular stickers, markers, or equivalent.

Area Classification: Preliminary Class 1 Reviewed By: Area Description This characterization survey includes the areas inside the Demineralizer Building, the Maintenance Office and the Heat Exchanger Building. Due to high gamma background, only alpha scans, direct alpha surveys,and gamma surveys will be performed. Surveys of all interior surfaces including floors, interior walls and ceilings, plus smears on surfaces. Also do gamma surveys on Demineralizer Column (bottom) and spent resin cartridge (1 feet and 3 feet), Historical Information The Demineralizer Building (24) and the Heat Exchanger Building (26) were part of the original site construction. The Maintenance Office (25) was a small building that was added later and it currently holds a large backup demineralizer system. There are high radiation levels associated with spent resin inside the Demineralizer Building. There is no history of contamination in the buildings but these buildings have a higher probability for contamination due to maintenance activities and spent resin handling activities in the buildings. These buildings are Class I areas based on the increased possibility of contaminated surfaces and materials. General Survey Instructions
- 1. Perform alpha only scans at a speed not to exceed 1 detector width per second on 20% of accessible floors and 20 % of accessible wall surfaces using a 43-68 detector in Maintenance Office & Heat Exchanger Bldg only.
- 2. Choose a minimum of 6 measurement locations on floors, 4 locations on walls, and 2 locations on ceilings (including elevated locations) in Maintenance Office & Heat Exchanger Bldg only. Distribute locations proportionately based on relative sizes of areas. If elevated areas were identified based on scan measurements, select the location of the highest activity for direct survey measurements. Perform direct alpha surface activity measurements independently at each of the 12 measurement locations for 1 minute each.

[The Waste Storage Tanks are covered by another survey package.) Note: The sump pit may be a confined space. Do not place bead or other body parts in the sump pit. Use extensions to lower instrument for readings and to obtain smears. Historical Information The waste sump is used to collect potentially contaminated waste water from operations at ARRR. The waste water is collected in the sump and is pumped into the waste storage tanks for sampling and disposal. There bas been detectible activity in the waste water, but it was below approved release limits for the site. This is a Class 1 survey unit because activity has been detected in the waste water. General Survey Instructions I. Perform alpha + beta scans at a speed not to exceed 1 detector width per second on 50% of pads using a 43-37 detector and 50% of sump wall dry surfaces, if accessible, using a 43-68 detector. See Note above. Use extensions as necessary to reach into sump pit.
- 2. Choose a minimum of 7 measurement locations on pads and soil, and 3 locations on sump interior walls, if accessible. If elevated areas were identified based on scan measurements, select the location of the highest activity for direct survey measurements. Perform direct alpha and direct beta surface activity measurements independently at each of the 10 measurement locations for 1 minute each.
- 3. Note any wall locations that exceed 40 cpm/100 cm2 total alpha or 450 cpm/100 cm2 total beta activity and determine the extent of the elevated area. Note any pad or soil locations that exceed 50 cpm/100 cm2 total alpha or 1,500 cpm/ 100 cm2 total beta activity and determine the extent of the elevated area. Collect a removable surface activity sample over an area of 100 cm2 in size at 100% of the locations chosen in step #2 (except soil locations), plus at judgmental locations at the discretion of the surveyor. A minimum of 10 removable activity measurement locations are required. Note removable results that exceed 10 dpm/100 cm2 alpha or 200 dpm/100 cm2 beta.
- 5. Perform a gamma scan survey of surfaces at a speed not to exceed 0.5 meters per second, on 50% of pad and 50 % of the sump wall dry areas that are accessible. Perform at least 10 gamma direct survey measurements at 1 cm and at 1 m from the surface or equipment at locations chosen in step #2. Record readings in µ.R/hr.
- 6. Prepare survey diagrams of walls and pads for each area, with approximate dimensions and any unique features.
- 7. Note the locations of direct alpha, direct beta, smears, and gamma fixed measurements. Also mark measurement and sample locations in the field using round adhesive backed circular stickers, markers, or equivalent.
- 8. Record the maximum and average scan results, in cpm, on each wall and pad survey diagram.
- 9. Record the scan percentages completed for alpha/beta and gamma scans on each wall and pad diairram.

General Survey Instructions

- 5. Perform a gamma scan survey of surfaces and penetrations (if applicable) at a speed not to exceed 0.5 meters per second, on 20% of floor and 20% of the wall areas. Perform at least 10 gamma direct survey measurements at I cm and at I m from the surface or source at locations chosen in step #3. Record readings in µ,R/hr.

- 1.
Prepare survey diagrams of walls, floor and ceiling for the safe, with approximate dimensions and note the locations of direct measurements and scans (as applicable, alpha, beta & gamma) and smears. Mark measurement and sample locations in the field using round adhesive backed circular stickers, markers, etc.
- 2. Perform alpha+ beta scans at a speed not to exceed I detector width per second on 20% of floors using a 43-37 or 43-68 detector and 20% of wall surfaces using a 43-68 detector. Record maximum and average scan results in cpm.
- 3. Choose a minimum of 2 measurement locations on floors, 2 locations on walls, and 2 locations on ceilings (including elevated locations identified based on scans). For elevated areas, select the location of the highest activity for direct survey measurements.
- 4. Perfonn direct alpha and direct beta surface activity measurements independently at each of the 6 measurement locations for 1 minute each. For any wall locations that exceed 40 cpm/100 cm2 total alpha or 450 cpm/l 00 cm2 total beta activity, dete1mine the extent of the elevated area. For any floor locations that exceed 50 cpm/100 cm2 total alpha or 1,500 cpm/100 cm 2 total beta activity, determine the extent of the elevated area.
- 5. Perform a gamma scan survey of surfaces and penetrations (if applicable) at a speed not to exceed 0.5 meters per second, on 20% of floor and 20% of wall areas. Perform 6 gamma direct survey measurements at l cm and at l m from the surface at locations chosen above. Record readings in µR/hr.
- 6. Record the scan percentages completed for alpha/beta and gamma scans on each wall and floor diagram.
- 7. Collect a removable surface activity sample from 100 cm2 at each of the 6 locations chosen above, plus at judgmental locations, if needed. A minimum of 6 removable activity measurement locations are required.

The Instrument Calibration Room is used for instrument calibrations and coating of Exposure Trays. The Sheet Metal Fabrication Area is an open topped portion of the *** currently used for storage of spare mechanical parts. The ***IStorage Area contains the control room HVAC system, a storage area for irradiated items, and wall mounted cabinets just off the mezzanine and over the bioshield that are used to store reactor pool tools. General Survey Instructions

- 3. Note any wall locations that exceed 40 cpm/100 cm2 total alpha or 450 cpm/100 cm2 total beta activity and determine the extent of the elevated area. Note any floor locations that exceed 50 cpm/100 cm2 total alpha or 1,500 cpm/100 cm2 total beta activity and determine the extent of the elevated area. Historical Information Building Addition 1 is a 45 foot by 60-foot steel structure with internal rooms built of fire resistant framing and sbeetrock covering. An automatic sprinkler system covers the entire building. The building as a whole is not sealed or contained and requires no air locks. This area provides essential support functions for the N-Ray operation. This is a Class 3 area based on a low potential for the presence of contaminated or activated materials. General Survey Instructions
- 1. Perform alpha + beta scans at a speed not to exceed 1 detector width per second on 20 % of floors using a 43-37 detector and 20% of wall surfaces using a 43-68 detector. Listen to audible output using headphones, if available.
- 2. Choose a minimum of 20 measurement locations on floors and 10 locations on walls (including elevated locations).
Distribute locations proportionately based on relative sizes of rooms or areas. If elevated areas were identified based on scan measurements, select the location of the highest activity for direct survey measurements. Perform direct alpha and direct beta surface activity measurements independently at each of the 30 measurement locations for 1 minute each.
- 3. Note any wall locations that exceed 40 cpm/100 cm2 total alpha or 450 cpm/100 cm2 total beta activity and determine the extent of the elevated area. Note any floor locations that exceed 60 cpm/100 cm2 total alpha or 1,500 cpm/100 cm2 total beta activity and determine the extent of the elevated area. (The elevated area limits are based on estimated backgrounds of 3 cpm/100 cm2 alpha and 340 cpm/100 cm2 beta on a 43-68 and estimated backgrounds of7 cpm/100 cm2 alpha and 1,330 cpm/100 cm2 beta on a 43-37.)
- 4. Collect a removable surface activity sample over an area of 100 cm2 in size at 100% of the locations chosen in step

Room 18 includes a hallway and the Business Office and Room 19 is the Accounting Office. These offices have floors cover~d with industrial grade carpet and they both have false ceilings. No records indicating radiological or chemical use or storage were identified. This is a Class 3 survey unit based on a low potential for the presence of contaminated or activated materials. - 1. Perform alpha + beta scans at a speed not to exceed 1 detector width per second on 20 % of floors using a 43-37 detector and 20% of wall surfaces using a 43-68 detector. Listen to audible output using headphones, if available.
- 2. Choose a minimum of 20 measurement locations on floors and 10 locations on walls (including elevated locations). Distribute locations proportionately based on relative sizes of rooms or areas. If elevated areas were identified based on scan measurements, select the location of the highest activity for direct survey measurements.

The Tagging Area includes a 35-foot by 19-foot portion of the Tagging Area Building. The floors are bare concrete, the ceiling is over 12 feet in height and there are doorways to the outside and operating areas. This area also includes many heavy-duty work tables that are used to set up the exposure trays for N-Ray radiography work.

The Storage Building, also known as the forklift garage, is an uninsulated 24-foot by 26-foot steel structure built of fire resistant framing and metal walls and ceiling. The Storage Building is not connected to any other buildings and it has a garage door that opens to the east and a personnel door that opens to the south. It is used for forklift parking, equipment and supply storage, and as a fabrication area. The Compressor Building is a 14-foot by 8-foot by 8-foot tall metal structure on the south side of the Operations Building. It contains two conventional piston type air compressors and three oil-filled vacuum pumps. The Chemical Shed is a 6.5-foot by 4-foot by 6-foot tall metal strncture mounted on wooden skids located the north side of the Operations Building. No records indicating radiological use or storage were identified for any of the areas. This is a Class 3 survey unit based on a low potential for the presence of contaminated or activated materials. All accessible interior surfaces are to be surveyed, including floors, interior walls and other surfaces. Historical Information The original Cooling Tower was replaced and is currently referred to as the Backup Cooling Tower. The original tower is approximately 8-ft by 16-ft by 7-ft tall with a painted steel shell, blower on top and redwood vanes on the interior. The newest Cooling Tower, which is routinely used, is approximately 6-ft by 5.5-ft by 8-ft tall with a painted steel shell, a blower on top and galvanized steel packing on the interior. No records indicating radiological use or storage were identified for the cooling towers. This is a Class 3 survey unit based on a low potential for the presence of contaminated or activated materials. General Survey Instructions 1. Perform alpha + beta scans at a speed not to exceed 1 detector width per second on 20 % of total surface area (20% of exterior and interior surfaces and floors, if accessible, on both Cooling Towers) using a 43-68 detector. Listen to audible output using headphones, if available.
- 2. Choose a minimum of 5 measurement locations on each Cooling Tower (including elevated locations). If elevated areas were identified based on scan measurements, select the location of the highest activity for direct survey measurements. Perform direct alpha and direct beta surface activity measurements independently at each of the :5_
measurement locations for 1 minute each.
- 3. Note any locations that exceed 40 cpm/100 cm 2 total alpha or 450 cpm/100 cm2 total beta activity and determine the extent of the elevated area. (The elevated area limits are based on estimated backgrounds of 4 cpm/100 cm2 alpha and 250 cpm/100 cm2 beta on a 43-68.)

Collect a removable surface activity sample over an area of 100 cm2 in size at 100% of the locations chosen in step
- 2, plus at judgmental locations at the discretion of the surveyor. A minimum of 6 removable activity measurement locations are required. Note removable results that exceed 10 dpm/100 cm2 alpha or 200 dpm/100 cm2 beta.
- 5. Perform a gamma scan survey of surfaces at a speed not to exceed 0.5 meters per second, on 20% of the total interior, exterior and floor area of both Cooling Towers. Perform at least 5 gamma direct survey measurements at 1 cm and at 1 m from the surface at locations chosen in step #2. Record readings in µR/hr.
- 6. Prepare survey diagrams of exterior and interior surfaces for each Cooling Tower, with approximate dimensions and any unique features or take a photo from several angles including measurement locations.
- 7. Note the locations of direct alpha, direct beta, smears, and gamma fixed measurements and any samples. At least one sample ( ~ 100-200 g) should be taken of redwood in the Backup Cooling Tower. Also, mark measurement and sample locations in the field using round adhesive backed circular stickers, markers, or equivalent.

Note: The interior of the Waste Storage Tanks may be confined spaces. Do not place any part of the body inside tanks. Use an extension tool to obtain smears and for direct surveys. Historical Information The Waste Storage Tanks are located on the south end of the Reactor Building. There is a larger tank and a smaller tank. The smaller tank is out of service and lying on its side, awaiting repair. The larger tank is upright and standing on a concrete pad. This is a Class 1 survey unit based on the potential for the presence of contaminated or activated materials. General Survey Instructions 1. Perform alpha + beta scans at a speed not to exceed 1 detector width per second on 20 % of total surface area (20% of the exterior and accessible interior surfaces) using a 43-68 detector. Historical Information This survey unit consists of surface and deep soil samples from inside the facility fence, under the concrete floor in the Reactor High Bay area and in the front public parking lot. There are seepages of gronndwater upward through cracks in the pavement on the northern section of the site that are collected and drained by a ditch located just outside the north side fence. No releases of radioactive material that would have resulted in contamination were identified in the Historical Site Assessment.
