Dear Mr. Hanley and Mr. Palm:

By letter dated March 29, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22091A218), Electric Power Research Institute (EPRI) submitted BWRVIP-321-A, Irradiation Schedule Change Request, to the U.S. Nuclear Regulatory Commission (NRC) for review and approval. BWRVIP-321 documents the plan for meeting integrated surveillance program requirements through 80 years of operation for the US boiling water reactor fleet.

A copy of the draft safety evaluation (SE) was sent to you on August8,2022 (ADAMS Accession No.ML22186A060). EPRI provided comments on September 26, 2022 (ADAMS Accession No.ML22271A779).

The NRC staff has found the topical report acceptable for referencing in licensing applications for nuclear power plants to the extent specified and under the limitations delineated in the topical report and in the staffs enclosed final safety evaluation. The final SE defines the basis for our acceptance of the topical report.

Our acceptance applies only to material provided in the subject topical report. We do not intend to repeat our review of the acceptable material described in the topical report. When the topical report appears as a reference in licensing applications, our review will ensure that the material presented applies to the specific plant involved. License amendment requests that deviate from this topical report will be subject to a plant specific review in accordance with applicable review standards.

In accordance with the guidance provided on the NRC website, we request that EPRI publish approved non-proprietary versions of topical report, BWRVIP-321-A within three months of receipt of this letter. The approved versions shall incorporate this letter and the
