By letter dated March 29, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22091A218), Electric Power Research Institute (EPRI) submitted an Irradiation Schedule Change Request for BWRVIP-321-A, BWR [Boiling Water Reactor]
Vessel and Internals Project, Plan for Extension of the BWR Integrated Surveillance Program (ISP) Through the Second License Renewal (SLR) (BWRVIP-321), to the U.S. Nuclear Regulatory Commission (NRC) for review and approval. BWRVIP321 documents the plan for meeting integrated surveillance program requirements through 80 years of operation (SLR) for the US BWR fleet. The NRC staff evaluation is provided in the draft SE.
A copy of the draft SE has been placed in the box.com folder. Ms. Wynter McGruder has been given access to the folder. The draft SE is being provided for a proprietary information review. If EPRI provides comments on other areas, the NRC staff will exercise its discretion on whether to address those comments.
Pursuant to Section2.390 of Title10 of the Code of Federal Regulations (10CFR), we have determined that the draft SE may contain proprietary information. If you believe that any information in the draft SE is proprietary, please identify such information line-by-line and define the basis pursuant to the criteria of 10CFR2.390. Use double brackets and yellow highlight to identify any ((proprietary information)).
Your response, due 60 days from the date of this email, must be via a letter from an authorized individual. In addition, please provide an electronic redline/strikeout Word version of the SE either via email or the box.com folder. It helps expedite the NRC staff response to comments if EPRI provides in the formal transmittal and in a separate Word file, a table with the following columns: Comment No., Page No., and Line No., Comment Type (if comments other than proprietary information are provided (i.e.,clarity, accuracy)), Suggested Revision, and a blank column NRC Disposition. However, EPRI may provide its comments in any format it chooses. The final SE will be issued after making any necessary changes.
Note that at this stage of the process, the NRC staff has completed its review of the submitted information and will not entertain technical arguments. The staff conclusions and conditions will not change unless new information is provided that was not available during our review. If EPRI would like to discuss the draft SE in detail, we can do that in a noticed meeting that can be closed if proprietary information will be discussed.
