NRC Acceptance Review for L-2022-LLA-0131 - Byron, Unit 2, LAR to Reinsert an ATF LTA Hi Rebecca, By letter dated August 31, 2022, Constellation Energy Generation, LLC, submitted license amendment request (LAR) (ADAMS: ML22243A094, EPID: L-2022-LLA-0131) for Byron Station Unit 2. The proposed amendment would revise the Technical Specification 2.1.1, "Reactor Core SLs," and 4.2.1, "Fuel Assemblies," to allow a previously irradiated Accident Tolerant Fuel (ATF)
Lead Test Assembly (LTA) to be further irradiated during Byron Station Unit 2, Cycle 25. The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed the submittal and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the LAR in terms of regulatory requirements and the protection of public health and safety and the environment. The NRC staff notes that the technical information provided appears to lack technical depth, However LIC-109, Acceptance Review Procedures for Licensing Basis Changes, states that the failure to have sufficient technical detail or depth should not be considered a sufficiency item but may be identified as part of the acceptance review. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
Based on the information provided in your submittal, the NRC staff has estimated that this request will take approximately 435 hours0.00503 days <br />0.121 hours <br />7.19246e-4 weeks <br />1.655175e-4 months <br /> to complete. Based on the apparent lack of technical depth, the NRC staff expects to complete this review in approximately 19 months from the date of this acceptance, which is May 2024. This is longer than your requested date. The NRC needs to confirm the technical details that support the statements in the submittal. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. Also, if the NRC finds that the technical details that support the submittal are readily available and support the statements in the submittal, the hours and the completion of the review time may be reduced.
