U.S. Nuclear Regulatory Commission Public Meeting Summary August 17, 2022
Title:
Cost Benefit Guidance Update Meeting Identifier: 20220798 Date: August 17, 2022 Location: Webinar and Teleconference Category: Information Meeting with a Question and Answer Session Purpose of the Meeting: To present two draft appendices: Appendix K, Monetary Valuation of Nonfatal Cancer Risk for Use in Cost-Benefit Analysis, and Appendix L, Replacement Energy Costs, to NUREG/BR-0058, Revision 5, Regulatory Analysis Guidelines of the U.S. Nuclear Regulatory Commission, that are intended to provide information that the NRC staff will use in performing cost-benefit analyses in support of regulatory decisions. This meeting was held to facilitate public comment on the draft appendices that were issued for public comment on July 6, 2022.
General Details: The meeting was attended by 11 members of the public and 15 members of Nuclear Regulatory Commission (NRC) staff via Webinar and/or teleconference.
Summary of Presentation: The NRC staff provided an overview of the two new appendices and discussed how they are related to the NRCs cost benefit guidance update. The staff also provided an opportunity for the public to ask questions.
Summary of Public Feedback: Four members of the public asked clarifying questions related to Appendix K and the NRCs staffs approach to valuing morbidity risks from radiation exposure in cost-benefit analyses. The NRC also received questions on how monetizing averted doses in regulatory analyses are used for NRC decision-making. No questions were asked related to Appendix L.
Action Items/Next Steps:
The public comment period for the two draft appendices closes on September 6, 2022. The NRC staff will review and evaluate formal comments received on the draft appendices to inform the development of the final appendices for Commission review and approval.
