SUMMARY

OF THE REACTOR OVERSIGHT PROCESS BIMONTHLY PUBLIC MEETING HELD ON JULY 27, 2022 On July 27, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a public meeting with the Nuclear Energy Institutes (NEIs) Reactor Oversight Process (ROP) Task Force executives, other senior industry executives, and various external stakeholders to discuss the staffs progress on initiatives related to the ROP. The topics discussed during this meeting are described below.

NRC Artificial Intelligence Strategic Plan and Roadmap The NRC staff provided an update on the status of the development of the NRC's Artificial Intelligence (AI) Strategic Plan. The topics included a high-level summary of the AI Strategic Plan, the next steps, and key dates. The NRC staff informed the participants about the publication draft AI Strategic Plan in the Federal Register for public comment on July 5, 2022.

The NRC staff also plans to host an AI public workshop on August 3, 2022, to remain aware of the fast-paced technological adoption of AI in the industry and communicate with external stakeholders about NRC's progress on AI activities.

P. McKenna Follow-on COVID-19 Lesson Learned Working Group Preliminary Recommendations The NRC staff provided a summary of the conclusions and recommendations developed by the Follow-On Review of the Lessons Learned, Best Practices, and Challenges During the COVID-19 Public Health Emergency working group. The NRC discussed the conclusions and completion schedule. Opportunities for comment and questions were provided for all attendees.

The overview discussed the ROP self- assessment process including review scope, data inputs, and self-assessment conclusions.

Presentation: ROP Self-Assessment Program and Calendar Year 2021 Results: (ADAMS Accession No. ML22200A311) https://adamswebsearch2.nrc.gov/webSearch2/main.jsp?AccessionNumber=ML22200A311 VLSSIR Process Revision to Clarify Consideration of Traditional Enforcement Issues The NRC staff briefed a revision to Inspection Manual Chapter (IMC) 0612, Appendix B, Issue Screening Directions, that will revise the Very Low Safety Significance Issue Resolution (VLSSIR) Process to clarify consideration of traditional enforcement (TE) issues. This revision has been approved and will be issued within a few days. The brief discussed the origins of the VLSSIR Process, a revision to the VLSSIR Process that was issued in June 2021 that incorporated recommendations from the VLSSIR Effectiveness Review conducted in March 2021, the number of issues closed by the VLSSIR Process since 2020 and the language that will be added into IMC 0612 Appendix B to allow consideration of TE issues.

Presentation: VLSSIR Process Revision to Clarify Consideration of Traditional Enforcement Issues - (ADAMS Accession no. ML22201A137) https://adamswebsearch2.nrc.gov/webSearch2/main.jsp?AccessionNumber=ML22201A137 Status of ROP Enhancement Activities The NRC staff also gave an update of the status of the ROP Enhancement Commission SECY papers schedule (ADAMS Accession No. ML22025A132) that were last discussed in the May ROP Public Meeting. The Problem Identification and Resolution (PI&R) SECY paper is in internal concurrence and is projected to be issued at the end of August 2022. The 4th Quarter Performance Indicator (PI) Treatment and Greater-Than-Green PI Treatment SECY paper is also in internal concurrence and is on schedule for issuance in September 2022. The White/Yellow Findings Definitions revision in Inspection Manual Chapter (IMC) 0609 is ready to be issued but will wait until a corresponding change to the Enforcement Policy is sent to the Commission in a SECY paper at the same time. This is projected to occur in about one to two

P. McKenna months. The Emergency Planning (EP) Significance Determination Process (SDP) revision SECY is in internal concurrence and is projected to be issued in September 2022. The EP Siren Performance Indicator Elimination SECY has been drafted and is projected to be issued in about 2-3 months.

Engineering Inspection Program Update The NRC staff shared that SECY-22-0053 Recommendations for Modifying the Reactor Oversight Process Engineering Inspections Periodicity, was issued on June 22, 2022 (ML22060A085) and that the Commission unanimously approved the staffs recommendation to change the periodicity of engineering inspections to a 4-year cycle in SRM-SECY-22-0053, dated July 21, 2022 (ML22202A507). The first 4-year inspection cycle begins January 2023. The 4-year inspection cycle will include IP 71111.21M Comprehensive Engineering Team Inspection (CETI), which combines the current IP 71111.21M Design Bases Assurance Inspection (Team) with the triennial portions of IP 711111.07 Heat Exchanger/Sink Performance, and IP 71111.17T Evaluations of Changes, Tests and Experiments, and three Focused Engineering Inspections (FEIs), which for the cycle beginning in 2023 will be IP 71111.21N.05 Fire Protection Team Inspection, IP 71111.21N.03 Commercial Grade Dedication, and IP 71111.21N.04 a yet to be named aging-related engineering inspection. The NRC staff shared an update on Commercial Grade Dedication (CGD) inspection development.

The staff noted that inspection procedure 7111121N.03, Commercial Grade Dedication was issued to the public on June 28, 2022. Staff also reiterated its willingness to coordinate future public meetings with industry during the fall of calendar year 2022 to further discuss CGD inspection implementation prior to the first inspections. Staff responded to questions from the industry and public and indicated that they plan to utilize the lessons learned from both Environmental Qualification and Power-Operated Valve inspections in development, training and implementation of the FEIs; those inspections will be conducted at each operating reactor licensee site; and that Counterfeit, Fraudulent and Suspect Item training will be incorporated into the CGD training those regional inspectors will receive.

The NRC staff shared that the aging-related FEI inspection guidance is currently under development and plan to issue the inspection procedure for this effort in January 2023, with the first inspection implementation occurring no earlier than July 2023.

Frequently Asked Question (FAQ) 2202 - Diablo Canyon Scram The NRC staff presented its preliminary conclusion regarding FAQ 2202 related to an October 15, 2021, Diablo Canyon reactor plant scram. The guidance needing interpretation was Figure 2, IE04 Unplanned Scrams with Complication - Flowchart, on page 29 of NEI 99-02, Regulatory Assessment Performance Indicator Guideline, Revision 7, specifically Main Feedwater availability and recovery using approved plant procedures during scram response.

After reviewing FAQ 22-02, the NRC staff concluded that the Main Feedwater system was not available following the reactor plant scram due to a latent tube leak in Feedwater heater 2-5B when the scram occurred which caused operators to close the Main Steam Isolation Valves in accordance with plant procedures, which rendered the steam-driven Main Feedwater Pumps unavailable due to loss of motive force i.e., main steam.

McKenna https://adamswebsearch2.nrc.gov/webSearch2/main.jsp?AccessionNumber=ML22206A260 EP-Related SECYs: EPSDP and ANS/EPFER The NRC staff informed the ROP meeting participants that the ROP Enhancement SECY to revise the Emergency Preparedness (EP) Significance Determination Process (SDP) is in concurrence and that the ROP FAQ 22-01 SECY to remove the Alert and Notification System (ANS) Performance Indicator (PI), and develop a new PI for emergency response facilities, is in development and will be placed in concurrence soon.

Frequently Asked Question (FAQ) 2203 - Susquehanna Scram Industry representatives presented FAQ 2203 related to an automatic scram that occurred at Unit 2 of the Susquehanna Steam Electric Station on October 11, 2021. The guidance needing interpretation concerns Figure 2, IE04 Unplanned Scrams with Complication - Flowchart, on page 29 of NEI 99-02, Regulatory Assessment Performance Indicator Guideline, Revision 7, regarding the availability of pressure control following an initial transient. NRC staff acknowledged receipt of FAQ 2203 and have started the technical review.

P. McKenna Conclusion At the end of the meeting, NRC and industry management gave closing remarks. The industry representatives expressed appreciation for the open dialogue and willingness of NRC staff to hear industry views. The NRC management stressed the importance of the NRC being focused on providing reasonable assurance of public health and safety when considering changes to the ROP.
