SUMMARY
OF JULY 28, 2022, PARTIALLY CLOSED MEETING WITH FRAMATOME INC. AND THE U. S. NUCLEAR REGULATORY COMMISSION TO DISCUSS FRAMATOME TOPICAL REPORT BAW-10227P, REVISION 2, EVALUATION OF ADVANCED CLADDING AND STRUCTURAL MATERIAL (M5) IN PWR FUEL On July 28, 2022, the U.S. Nuclear Regulatory Commission (NRC) staff held a partially closed (open and closed sessions) teleconference meeting via Microsoft Teams with representatives from Framatome Inc. (Framatome). The purpose of the meeting was to discuss the draft safety evaluation (SE) (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML22035A015) for Topical Report (TR) BAW-10227P, Revision 2, Evaluation of Advanced Cladding and Structural Material (M5) in Pressurized Water Reactor Fuel. The meeting was noticed on July 14, 2022, and is available in the ADAMS at Accession No. ML22195A269. This meeting is a follow-up to the discussion held on May 19, 2022 (ADAMS Accession No. ML22181B150).
During the open session, discussions between the Framatome representatives and the NRC staff focused on the path forward and process for completing the TR review. Framatome proposed 1) revisions to the request for additional information (RAI) responses received on November 24, 2021 (ADAMS Package Accession No. ML21336A462), 2) a markup of the TR with change pages, and 3) to provide feedback on some language in the draft SE, Section 3.7.1.6, NRC Staff Conclusion Regarding Swelling and Rupture Model Updates, associated with range of applicability.
The NRC staff provided feedback on the next steps in the review, based on Framatomes proposed revisions to the RAI responses, and addressed Framatomes questions regarding revisions to the draft SE. These steps include Framatomes submittal of revised RAI responses, which reverts the review back to the LIC-500, Topical Report Process, Section 2.4.3, Response to RAIs, phase in the review. After receipt of the revised RAI responses, the NRC staff plan to do the following:
- 1. issue a response letter with a revised schedule
- 3. revise the draft SE based on new information
After the draft SE issuance, Framatome would conduct a proprietary review and provide their responses, and then the NRC staff would issue the final SE per LIC-500, Section 2.6, Final SE.
Framatome plans to provide the NRC with a proposed date for the submittal of their revised RAI responses, which will be used to develop the revised schedule for the M5 TR review.
During the open session discussion, the NRC staff and Framatome representatives determined that the closed session was not needed, so there were no such discussions.
