Exercises, Due to COVID-19 Pandemic
Dear Commissioners and Staff:
In accordance with the provisions of 10 CFR 73.5, Pacific Gas and Electric Company (PG&E) hereby requests a temporary exemption from the timeframe required by 10 CFR 73, Appendix B, Section VI, Subsection A.7 for conducting 2022 annual FOF exercises as required by 10 CFR 73, Appendix B, Section VI, Subsection C.3.(I)(1). The enclosure to this letter contains the justification for the proposed exemption.
In June of 2022, an increase of COVID-19 cases and associated quarantines at the PG&E-operated Diablo Canyon Power Plant (DCPP) impacted DCPP's ability to safely conduct a scheduled annual FOF exercise on June 22, 2022, resulting in the FOF exercise being rescheduled until July 11, 2022. The rescheduled date is at risk of being cancelled due to continued impacts of COVID-19 on DCPP's ability to safely conduct annual FOF exercises. The postponed exercise will reach 10 CFR 73 Appendix B, Section VI, Subsection A.7 periodicity requirements on July 11, 2022.
As a result, PG&E requests approval of this exemption request by July 07, 2022.
The proposed exemption would apply to security personnel currently qualified in accordance with Appendix B to Part 73 and be limited to only the personnel exceeding periodicity requirements through October 1, 2022. DCPP will track and document when requalification periodicities have been exceeded. The time period during which the exemption is required will be through October 1, 2022.
PG&E makes no new or revised regulatory commitments (as defined by NEI 99-04) in this letter.
