Ladies and Gentlemen:
The purpose of this letter is to notify the U.S. Nuclear Regulatory Commission (NRC) that Duke Energy Carolinas, LLC (Duke Energy) is revising the end date for the fifth 10-year IST program (pumps/valves) interval for Oconee Nuclear Station, Units 1, 2 and 3 (ONS).
U.S. Nuclear Regulatory Commission RA-22-0161 Page 2 The fifth 10-year IST interval for ONS Units 1, 2, and 3 is scheduled to end on June 30, 2022 and follows the requirements of the American Society of Mechanical Engineers (ASME) OM Code for Operation and Maintenance of Nuclear Power Plants (OM Code), 2004 Edition through 2006 addenda, which states the following in ISTA-3120, "Inservice Test Interval", paragraph (d):
(d) Each of the inservice test intervals may be extended or decreased by as much as 1 year. Adjustments shall not cause successive intervals to be altered by more than 1 year from the original pattern of intervals.
Duke Energy is extending the fifth 10-year IST interval end date to June 30, 2023, versus the previously scheduled June 30, 2022, interval end date. Based on this new end date for the fifth 10-year IST interval, the sixth 10-year IST interval will now begin on July 1, 2023 and end on June 30, 2032.
The IST program plan original pattern end dates for the fifth and sixth 10-year IST intervals are June 30, 2022, and June, 30, 2032 respectively. Therefore, this adjustment will not cause successive intervals to be altered by more than 1 year from the original pattern.
Relief Requests have been approved by the NRC for use during the ONS sixth 10-year IST interval (References 1 through 5). The date adjustment will not impact the technical details and methodologies in these approved relief requests. They will be implemented and used as approved during the sixth 10-year IST interval, which will now begin on July 1, 2023 and end on June 30, 2032.
