SECOND ADDENDUM TO THE JOINT NRC/AGREEMENT STATE WORKING GROUP CHARTER:
UPDATING THE FUEL CYCLE AND MATERIALS DECOMMISSIONING INSPECTION PROGRAM Introduction The Joint NRC/Agreement State Working Group (WG) charter to update the fuel cycle, uranium recovery, and materials decommissioning inspection program was issued on March 3, 2021 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21061A344). The charter describes the WG requirements for updating the inspection program as described in Inspection Manual Chapter IMC-2602, Decommissioning Oversight and Inspection Program for Fuel Cycle Facilities and Materials Licensees, dated July 29, 2008 (ML081690257).
The original charter included a deadline of December 31, 2021, to revise and publish all procedures. The WG previously determined that the deadline could not be met due to circumstances beyond the control of the WG. On August 17, 2021, the deadline in the charter was revised to June 21, 2022 (ML21223A407). Due to additional unforeseen delays, the charter must be revised a second time. The new proposed deadline is December 31, 2022, which should provide sufficient time to complete the project.
In accordance with Section V.A.5.b.vi of the Office of Nuclear Materials Safety and Safeguards Procedure SA-801, Agreement State Participation in NRC Working Groups, dated November 8, 2016, any changes to the charter will go through the approval process. Procedure SA-801 can be found online at https://scp.nrc.gov/procedures.html. The proposed change to the charter is provided below.
Proposed Change to Charter On Page 3 of the amended charter, the last sentence of the fourth paragraph of the Operating Rules section is revised to read: The WG is expected to revise and publish all procedures by the Spring of 2022 December 31, 2022.
Effective Date The change to the charter becomes effective upon approval of this addendum. All other conditions and statements provided in the original charter remain in effect.
