ADDENDUM TO THE JOINT NRC/AGREEMENT STATE WORKING GROUP CHARTER:

UPDATING THE FUEL CYCLE AND MATERIALS DECOMMISSIONING INSPECTION PROGRAM Introduction The Joint NRC/Agreement State Working Group (WG) charter was issued on March 3, 2021 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21061A344). The charter describes the WG requirements for updating the fuel cycle and materials decommissioning inspection program as described in Inspection Manual Chapter IMC-2602, Decommissioning Oversight and Inspection Program for Fuel Cycle Facilities and Materials Licensees, dated July 29, 2008 (ML081690257).

The original charter included a proposed deadline of December 31, 2021, for revision and publication of all procedures. The WG has since determined that the deadline specified in the charter could not be met due to circumstances beyond the control of the WG. Thus, a change to the charter was determined to be necessary.

According to the instructions provided in Procedure SA-801, Agreement State Participation in Working Groups, revised August 9, 2021,Section V.C.4.b.vi, non-significant changes to the charter can be approved by the lead organization and Organization of Agreement States (OAS) as an addendum via email or other written correspondence. This change should be coordinated through the branch chief of the NRCs Office of Nuclear Material Safety and Safeguards/Division of Materials Safety, Security, State, and Tribal Programs/State Agreement and Liaison Programs Branch (Procedure SA-801 can be found at https://scp.nrc.gov/procedures.html).

Proposed Revision to Charter On Page 3 of the original charter, the last sentence of the fourth paragraph of the Operating Rules section is revised to read:

The WG is expected to revise and publish all procedures by December 31, 2021, the Spring of 2022.

Effective Date The change to the charter becomes effective upon approval of this addendum. All other conditions and statements provided in the original charter remain in effect.
