EDWIN I. HATCH NUCLEAR PLANT, UNIT NO. 1 - ACKNOWLEDGEMENT OF WITHDRAWAL REQUEST TO REVISE TECHNICAL SPECIFICATION 3.7.2, PLANT SERVICE WATER (PSW) SYSTEM AND ULTIMATE HEAT SINK (UHS) UNDER EMERGENCY CIRCUMSTANCES (EPID L-2022-LLA-0062)

Dear Ms. Gayheart:

By letter dated April 30, 2022 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22120A087), the Southern Nuclear Operating Company, Inc. (SNC) submitted a license amendment request (LAR) for the Edwin I. Hatch Nuclear Plant (Hatch),

Unit 1, under emergency circumstances. The proposed amendment would have revised the Hatch, Unit 1 Technical Specification (TS) requirements of TS 3.7.2, Plant Service Water (PSW) System and Ultimate Heat Sink (UHS). Specifically, the proposed amendment would have revised Condition A, One PSW pump inoperable, to allow a one-time increase in the Completion Time (CT) from 30 days to 45 days. The required CT for Condition A for TS 3.7.2 of 30 days was set to expire on May 4, 2022, at 3:27 p.m. Eastern Time. If the system was not restored to operable within the CT, then per TS 3.7.2 Condition E, the plant would have been shut down.

SNC explained that that testing revealed that the 1A PSW pump and the motor would need to be removed to align the pump with the discharge piping. SNC realized that the work could not be completed in the 30-day CT and additional time would be needed. SNC expalined that the existing CT was usually sufficient for routine maintenance and SNC could not have reasonably foreseen the increase in ,CT needed to complete the expanded work without shutting down, and therefore, could not have made the request sooner.

Notwithstanding the above, the SNC completed the repairs and restoration testing of the 1A PSW pump on May 2, 2022. By letter dated May 3, 2022 (ADAMS Accession No. ML22123A159), SNC requested to withdraw the TS 3.7.2 LAR under emergency circumstances.

The NRC staff acknowledges receipt of the withdrawal request for the TS 3.7.2 LAR under emergency circumstances, and the NRC staff has ceased work on EPID L-2022-LLA-0062.
