Good afternoon Larry, The U.S. Nuclear Regulatory Commission (NRC) is preparing to issue a license amendment for Beaver Valley Power Station, Units 1 and 2. In accordance with Title 10 of the Code of Federal Regulations, Section 50.91(b), I am notifying you of the proposed issuance of this amendment.
Please reply if the State of Pennsylvania has comments on the following requested licensing action submitted to the NRC by Energy Harbor Nuclear Corp. (the licensee), Request for an Amendment to Revise Technical Specification 5.6.3, Core Operating Limits Report (COLR), by letter dated April 26, 2021, as supplemented by letter dated October 27, 2021, (Agencywide Document and Access Management System (ADAMS) Accession Nos. ML21117A076 and ML21300A359, respectively). The proposed changes would revise Technical Specification 5.6.3, Core Operating Limits Report (COLR), to
allow the use of feedwater venturis that have been normalized to prior leading edge flow meter measurements when calculating reactor thermal power.
The proposed no significant hazards consideration for this amendment request was published in the Federal Register on June 15, 2021 (86 FR 31742).
Please respond with comments, if any, by May 2, 2022.
Thank you, Brent Brent Ballard Project Manager U.S. Nuclear Regulatory Commission Office of Nuclear Reactor Regulation Division of Operating Reactor Licensing Plant Licensing Branch 1 301-415-0680
