NRC recognition of the ABHP's certification for RSOs

Dear Amy Wride-Graney ABHP,

Good afternoon! I am writing to you regarding the U. S. Nuclear Regulatory Commissions recognition of Specialty Board certifications. During a recent NRC audit, we identified that the certificate issued by the American Board of Health Physics for Radiation Safety Officers is missing from the NRC-maintained website.

Attached is the packet of communication between the NRC and the American Board of Health Physics from the 2006 timeframe. Normally, the certificate is included in the packet. The certificate, as submitted to the NRC, needs to have a Not Valid or Sample watermark. After the certificate is submitted, the NRC staff typically degrades the quality (to prevent malicious fraud) before we post it to our public website.

Could you please submit the certificate that you would have issued in the 2006 timeframe? It needs to contain the watermark. Could you also submit the current certificate, including the Not Valid watermark, that you issue to Radiation Safety Officers? Has the certificate changed?

Could you please address whether the American Board of Health Physics process has changed in anyway? If so, could you please explain how it has changed and whether the specialty board continues to be in compliance with 10 CFR 35.50? We ask that the communication be on the American Board of Health Physics letterhead and signed by a person authorized to speak f or the board (i.e., its chief executive officer or designee).

Section 3.9, Communications, of the Office of Nuclear Material Safety and Safeguards (NMSS) Office Procedure 70-03-2, Procedures for Recognizing, Monitoring, and Terminating the Certification Process of Specialty Boards https://www.nrc.gov/docs/ML2035/ML20351A389.pdf) states that:

  • E-mail is appropriate for correspondence to gain alignment and should be retained as an official record in ADAMS.
  • Phone calls or meetings should be summarized in writing and retained as an official record in ADAMS.

On October 30, 2019, staff called ABHP and left a voicemail. Staff tried to call a couple more times after that and left voicemails. No response.

ABHP Letter from the U.S. Nuclear Regulatory Commission

Dear Michael,

Good Afternoon. This morning I called the ABHP to verify the mailing address. I now understand that ABHP is under new management. In the 2019 and 2020 timeframe, the U.S. Nuclear Regulatory Commission staff (including me) were trying to get ahold of Amy Wride-Graney. We were not successful. Attached is a letter that we had sent.

Since taking over, have you sent a letter to address these concerns? If you have not seen this letter yet, would you be able to address these concerns?

The NRC is currently preparing an additional letter to all of the specialty boards to verify your status of an NRC-recognized specialty board. You should receive that very soon.
