SUBJECT:

CRYSTAL RIVER UNIT 3 NUCLEAR GENERATING PLANT - ACCEPTANCE REVIEW OF LICENSE AMENDMENT REQUEST TO REMOVE NON-RADIOLOGICAL ENVIRONMENTAL PROTECTION TECH SPECS (EPID L-2022-LLA-0020)

Dear Mr. Reid:

By letter dated January 26, 2021 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML22026A433), ADP CR3, LLC submitted a license amendment request (LAR) pertaining to the Crystal River Nuclear Plant Unit 3 (CR3) request to remove Appendix B of the facility operating license technical specifications, entitled Environmental Protection Plan (Non-Radiological) Technical Specifications. The proposed amendment would remove material no longer applicable during decommissioning because CR3 has permanently ceased operation.

The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to begin its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to begin its detailed technical review and make an independent assessment regarding the acceptability of the proposed license amendment in terms of regulatory requirements and the protection of public health and safety and the environment.

Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional detailed information is needed, you will be advised by separate correspondence.

Based on the information provided in your submittal and discussions during the pre-licensing meeting on January 4, 2022, the NRC staff has estimated that this licensing request will take approximately 50 hours5.787037e-4 days
0.0139 hours
8.267196e-5 weeks
1.9025e-5 months
to complete. The NRC staff expects to complete this review by July

B. Reid 2 2022. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial review of the application and they could change, due to several factors including requests for additional information, and unanticipated addition of scope to the review.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of the NRCs ADAMS.

ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.

If you or your staff have any questions regarding the above, please contact me at 301-415-6634 or via e-mail at Jack.Parrott@nrc.gov.

Sincerely, Signed by Parrott, Jack on 03/17/22 Jack D.
